Cost Control Manager

Elegancia Arabia is seeking an experienced Cost Control Manager to oversee project cost planning, monitoring, forecasting, and performance management for large-scale construction projects in Saudi Arabia.

Key Responsibilities:

• Develop and manage project budgets, cost plans, forecasts, and cash-flow projections.
• Establish cost-control procedures, reporting systems, and performance indicators.
• Apply Earned Value Management (EVM) to monitor cost and schedule performance.
• Prepare cost estimates, cost-to-complete forecasts, and variance analyses.
• Monitor commitments, expenditures, subcontractor costs, and change orders.
• Identify potential cost overruns and recommend timely corrective actions.
• Prepare monthly cost reports and management presentations.
• Support tendering, commercial evaluations, and business development activities.
• Review project profitability, risks, opportunities, and commercial performance.
• Coordinate with project management, planning, procurement, finance, and commercial teams.

Requirements:

• Bachelor's degree in Civil Engineering.
• Minimum 10 years of experience in cost control, cost estimation, and project financial management.
• Strong knowledge and practical experience in Earned Value Management.
• Proven involvement in business development, tendering, or commercial proposal preparation.
• Demonstrated record of delivering large-scale construction projects in the GCC, ideally in Saudi Arabia.
• Strong knowledge of budgeting, forecasting, cost reporting, and risk management.
• Proficiency in relevant cost-control and project management software.
• Excellent analytical, leadership, communication, and stakeholder-management skills.
• Candidates currently based in Saudi Arabia are preferred.
