Position Summary
Mobco Construction is seeking an experienced Cost Control Manager to lead project cost planning, monitoring, forecasting, and financial control functions across large-scale construction projects. The role is critical in ensuring effective cost management, budget adherence, and financial performance optimization throughout the project lifecycle.
The ideal candidate will have a strong background in civil engineering and construction cost control, with a minimum of 12 years of experience working on mega projects. The candidate must possess advanced analytical capabilities, strong knowledge of project controls systems, and hands-on experience in cost reporting, forecasting, and financial risk management within contracting environments.
Key Responsibilities
Cost Planning & Budgeting
- Develop and manage project budgets in coordination with project management and planning teams.
- Establish cost baselines aligned with project scope, schedule, and contractual requirements.
- Prepare detailed cost breakdown structures (CBS) for all project phases.
- Support tendering and pre-contract activities with cost estimation and benchmarking.
Cost Monitoring & Control
- Monitor project expenditures against approved budgets and identify variances.
- Track committed, actual, and forecasted costs across all project activities.
- Implement cost control procedures and ensure compliance with company standards.
- Analyze cost performance and provide early warnings on potential overruns.
Forecasting & Reporting
- Prepare monthly cost reports, cash flow forecasts, and cost performance dashboards.
- Develop Estimate at Completion (EAC) and Estimate to Complete (ETC) projections.
- Provide variance analysis explaining deviations from budget and forecast.
- Present cost reports and financial insights to senior management and project stakeholders.
Contract & Change Management
- Evaluate and control variation orders and change requests from a cost perspective.
- Support claims preparation, negotiations, and financial justification for project changes.
- Coordinate with contracts and planning teams to assess financial impact of delays or scope changes.
- Ensure proper documentation of all cost-related contractual matters.
Project Controls Integration
- Collaborate with planning, procurement, and project control teams to ensure alignment of cost and schedule data.
- Integrate cost control systems with project scheduling tools (e.g., Primavera P6).
- Support earned value management (EVM) implementation and analysis.
Risk Management
- Identify financial risks and develop mitigation strategies.
- Monitor cost risks associated with procurement, execution delays, and scope changes.
- Support contingency planning and financial risk assessments.
Stakeholder Coordination
- Liaise with project managers, engineers, procurement teams, and finance departments.
- Coordinate with clients and consultants on cost-related matters and reporting requirements.
- Participate in project review meetings and provide cost performance updates.
Qualifications
- Bachelor's Degree in Civil Engineering, Quantity Surveying, or related field.
- Minimum 12 years of experience in cost control within construction and contracting environments.
- Proven experience working on mega construction projects.
- Strong understanding of project controls, budgeting, and financial forecasting.
- Experience in hospitality, infrastructure, or large-scale mixed-use developments is preferred.
- Must have strong exposure to construction projects in Saudi Arabia or GCC region.
Technical Skills
- Advanced proficiency in cost control systems and reporting tools.
- Strong command of Microsoft Excel and financial modeling.
- Experience with Primavera P6 and project controls integration.
- Knowledge of Earned Value Management (EVM) principles.
- Familiarity with ERP systems and cost management software.
