Job Description

The Cost Control Officer is responsible for monitoring and managing project expenditures to ensure compliance with approved budgets and financial plans. The role involves analyzing financial data, tracking project expenses, and identifying opportunities for cost optimization. The Cost Control Officer also provides financial insights and recommendations to support effective decision-making, enhance project profitability, and mitigate financial risks while maintaining required quality standards.The Cost Control Officer is responsible for monitoring and managing project expenditures to ensure compliance with approved budgets and financial plans.

Responsibilities

  • Financial Monitoring & Cost Control
  • Monitor project budgets and expenditures to ensure alignment with approved financial plans and identify any variances or discrepancies.
  • Track and analyze project costs, including labor, materials, subcontractor fees, and overhead expenses to maintain accurate financial records.
  • Perform variance analysis by comparing actual costs against budgeted figures and investigate deviations to implement corrective actions.
  • Conduct cost analysis and cost-benefit evaluations to identify cost-saving opportunities and improve project profitability.
  • Prepare and maintain detailed cost reports, financial statements, and performance summaries for management review.
  • Develop financial forecasts and projections based on project schedules, resource requirements, and market trends.
  • Support long-term financial planning and provide insights to assist management in strategic decision-making.
  • Assist project teams in budget preparation, cost planning, and resource allocation.
  • Assist in contract negotiations and review contractual terms and conditions to ensure compliance and mitigate financial risks.
  • Coordinate with vendors, suppliers, and subcontractors to negotiate pricing, payment schedules, and contractual terms.
  • Ensure cost competitiveness and adherence to project budget constraints.
  • Develop and implement cost control procedures, policies, and best practices to improve operational efficiency and minimize waste.
  • Ensure compliance with internal financial policies, project control procedures, and cost management standards.
  • Support the implementation of HSE initiatives, participate in safety awareness activities, and contribute to incident reporting in line with company and IMS policies.

Qualifications

  • Strong knowledge of project cost planning, cost control, scheduling, and financial reporting.
  • Familiarity with project control procedures and cost management functions.
  • Experience using cost control software such as CCS (Candy) is considered an advantage.
  • Proficiency in computer applications and emerging technologies relevant to cost control.
  • Working knowledge of ERP systems, preferably SAP, is required.
  • Minimum 5 years of total professional experience.
  • At least 3 years of relevant experience in cost control or project finance.
  • GCC experience (minimum 2 years) is considered an advantage.
