Role Overview:

The Cost Manager will be responsible for overseeing all cost-related activities for design and PMC projects, ensuring accurate estimation, cost control, forecasting, and financial reporting throughout all project stages. The role requires strong analytical skills, extensive experience in roads, infrastructure, or mega-projects, and the ability to guide and coordinate with multidisciplinary teams to achieve optimum cost performance.

Key Responsibilities

1. Cost Planning & Estimation

  • Prepare, review, and validate cost estimates at all project stages (concept, preliminary, detailed design).
  • Develop cost models and benchmarks using historical project data.
  • Review and verify quantities and BOQs prepared by design teams.
  • Ensure cost estimates comply with project requirements, codes, and standards.

2. Budget Development & Cost Control

  • Establish the project budget and maintain continuous cost monitoring.
  • Track and analyze deviations between budget, commitments, and forecasted costs.
  • Identify cost risks and opportunities and recommend mitigation strategies.
  • Maintain an updated cost breakdown structure (CBS) in alignment with project WBS.

3. Tendering & Procurement Support

  • Support preparation of tender documentation including cost schedules.
  • Evaluate and compare contractor/subcontractor commercial proposals.
  • Participate in negotiations and provide cost advice to support award recommendations.

4. Financial Reporting

  • Prepare monthly and quarterly cost reports, including:
  • Actual vs. budget comparison
  • Forecast to complete
  • Cost performance indicators (CPI, variances, trends)
  • Present cost findings to clients and senior management.

5. Change Management

  • Review and validate change requests, variations, and claims.
  • Maintain a change log and incorporate approved changes into cost forecasts.
  • Assess cost and schedule impacts on the overall project.

6. Coordination & Stakeholder Management

  • Collaborate with design teams, project controls, planning, and engineering disciplines.
  • Provide cost expertise during design reviews and value engineering workshops.
  • Advise the project manager and client on all financial and cost-related matters.

Required Qualifications

  • Bachelor's degree in civil engineering, Quantity Surveying, or a related discipline.
  • 15+ years of experience in cost management, preferably in design consultancy or PMC.
  • Strong experience in roads, highways, infrastructure, or mega projects.
  • Proven capability in cost estimating, cost control, and project financial reporting.
  • Familiarity with international standards such as AACE, CSI, RICS.
  • Proficiency in cost software (Candy, CostX, Primavera, Excel advanced).
  • Strong analytical and communication skills.
