About The Role
We are seeking an experienced and detail-oriented
Data & AI Governance Specialist to oversee the implementation and compliance of data and AI regulations and standards within Dubai. The role involves leading compliance initiatives, maintaining compliance scorecards, conducting assessments, and engaging with key stakeholders to enhance AI governance across entities. The candidate will also contribute to policy development and research on AI governance trends.

Key Responsibilities
Compliance Oversight & Implementation
- Oversee the implementation and progress of data and AI compliance-related activities across entities in Dubai, providing necessary leadership and guidance (excluding data protection).
- Maintain and manage the Data & AI Compliance Scorecard by consolidating input from compliance teams.
- Provide inputs to the Regulatory Compliance department at the oraganisation regarding compliance framework design and process standardization.
- Assist in developing an annual audit and compliance calendar for regulatory oversight.
- Identify entities in Dubai for L1 compliance checks and provide recommendations to the Regulatory Compliance department at the oraganisation.
- Analyze L1 compliance reports, identify cases for L2 and L3 compliance checks, and formulate plans accordingly.
- Develop innovative methodologies to conduct L2 and L3 compliance checks across entities.
- Communicate compliance plans, scopes, and checklists to relevant stakeholders in coordination with the Regulatory Compliance department.
- Conduct L2 and L3 compliance checks and ensure adherence to Dubai's data & AI regulations and standards.
- Enforce compliance obligations and penalties (where applicable) on entities violating regulations.
- Prepare compliance reports and risk assessment findings, sharing them with the Regulatory Compliance department.
Data Maturity & Assessment
- Conduct benchmarking exercises to evaluate data maturity levels across government entities.
- Develop an assessment framework to measure data maturity and identify key entities for inclusion in the Data Maturity Index.
- Establish a data collection process and develop templates for government entities participating in the Data Maturity Index.
- Engage government entities to collect necessary data and conduct comprehensive data maturity assessments.
- Prepare and share Data Maturity Assessment Reports, outlining key findings and remedial action plans.
AI Governance & Research
- Conduct research on AI governance topics, including ethics, bias mitigation, and emerging global best practices.
- Identify challenges and barriers faced by entities in Dubai concerning AI governance.
- Facilitate public-private sector dialogue on AI governance, fostering collaboration and knowledge exchange.
- Build and maintain a repository of AI-driven use cases, tracking maturity levels globally and locally.
- Provide inputs to the Regulations & Standards department on AI-related policies, guidelines, and legislative frameworks.
- Create and disseminate white papers, reports, and strategic perspectives on the future of AI governance.
- Develop and distribute guidelines, manuals, tutorials, and self-assessment tools to support AI regulatory compliance.
Qualifications & Skills
- Bachelor's or Master's degree in Data Science, AI, Computer Science, Public Policy, or a related field.
- Experience in AI governance, compliance, digital transformation, or policy advisory roles.
- Strong research, analytical, and strategic planning skills.
- Familiarity with AI regulatory frameworks, ethical AI standards, and compliance methodologies.
- Ability to engage with stakeholders and influence policy discussions.
- Strong written and verbal communication skills.
- Experience in developing compliance assessments, governance reports, and awareness materials.
