About the Role
This role is responsible for reviewing entity-reported project status against supporting evidence and escalating any discrepancies to entity leadership to ensure they are resolved promptly, rather than being carried forward into subsequent reporting cycles. The role also involves the immediate escalation of delegation-of-authority and signatory-related findings as soon as they are identified, without waiting for a scheduled review.
This position delivers the EPMO mandate through a dedicated role, providing EPMO with a direct, CEO-facing mechanism to drive timely resolution of issues and ensure they are not left unresolved across reporting cycles.
Key Responsibilities
- Lead root-cause findings on schedule and delivery issues through to real, closed-out outcomes rather than status changes.
- Own and drive items on the EPMO Tasks & Issues Log through to resolution.
- Escalate delegation-of-authority and signatory-bloat findings immediately upon discovery.
- Represent EPMO in entity-level delivery review forums, holding CEOs and project directors accountable without requiring EPMO leadership to attend every meeting.
Construction Industry Knowledge Required
- Fluent in the construction delivery lifecycle: mobilisation, design freeze, procurement, execution, testing & commissioning, handover, and defects liability period.
- Able to read a project programme (Primavera P6 or equivalent) and distinguish genuine critical-path slippage from float erosion or reporting artefact.
- Understands the difference between delay caused by contractor underperformance, design/IFC delay, procurement or payment blockage, and client-side or force majeure factors, and can substantiate which applies from the paper trail rather than the narrative given in a meeting.
- Comfortable with GC/subcontractor delivery chains, including where the main contractor and subcontractor sit within the same group.
- Understands what a genuine contractual notice or dispute escalation looks like versus routine snagging correspondence.
Requirements
- 10–15 years in major projects delivery, ideally within a main contractor, PMO, or client-side delivery assurance function.
- Gulf or wider MENA delivery experience strongly preferred, with familiarity in holding-company-to-subsidiary delivery chains.
- Demonstrated track record of holding senior stakeholders (CEO/COO/project director level) accountable in a forum setting, not only in written reports.
- Experience taking construction disputes or escalations through to resolution, even outside a legal capacity.
- Genuine construction industry experience is essential; this is not a generic PMO, reporting, or finance role suited to transferable skills from another sector.
