Project Commissioning Manager
Location: Western Desert, Egypt

Availability: Immediate start required (candidate must be currently available / already resigned)
Job Purpose
The Project Commissioning Manager is responsible for leading and managing all commissioning activities for process plant facilities, from early project phases through start-up, performance testing, and handover to Operations & Maintenance (O&M). The role ensures full compliance with project specifications, HSE standards, schedule, and budget requirements.
Key Responsibilities
Leadership & Management
- Lead, direct, and supervise discipline leads and commissioning engineers throughout the commissioning lifecycle.
- Take full accountability for the safe and successful completion of commissioning activities.
- Lead plant start-up, performance testing, and operational readiness activities in accordance with applicable safety and process standards.
- Coordinate closely with the Project Execution Team to deliver commissioning activities within agreed timelines and budgets.
Stakeholder Coordination
- Act as the main interface between the client, SLB, engineering teams, vendors, subcontractors, and internal stakeholders.
- Ensure smooth coordination across all parties to achieve efficient commissioning and facility handover.
Project Phases Responsibilities
Early Project Phase
- Review engineering designs and define systems and sub-systems for mechanical completion, pre-commissioning, and commissioning.
- Develop detailed commissioning plans and schedules covering start-up and performance testing.
- Support handover system definition, prioritization, and sequencing.
- Collaborate with Engineering, Construction, and Project Management teams to ensure start-up and operability requirements are embedded in design and construction strategies.
- Participate in constructability reviews, HAZOPs, process safety studies, and model reviews.
- Plan commissioning manpower requirements and support hiring and onboarding activities.
Commissioning Execution Phase
- Lead the development and implementation of detailed pre-commissioning and commissioning procedures in line with contract scope and battery limits.
- Define Level 5 commissioning schedules and integrate them into the overall project schedule.
- Ensure effective manpower planning, including vendor and contractor mobilization as required.
- Coordinate establishment of the Commissioning Permit-to-Work (PTW) office in collaboration with HSE management.
- Oversee the setup and management of commissioning tools, spare parts, and stores.
- Assess commissioning scope, available resources, risks, and execution constraints across disciplines.
- Review and approve operating and commissioning procedures (OTPs, ITRs, commissioning procedures) within project timelines.
- Drive system completion priorities to support construction and commissioning integration.
- Lead commissioning progress reporting to internal and external stakeholders.

- Timely and cost-effective completion of commissioning activities.
- Successful handover of systems to Operations & Maintenance.
- Accuracy and timeliness of progress reporting and recovery planning.
- Achievement of overall project KPIs.

Experience & Qualifications
- Minimum 15 years of industry experience.
- Proven experience in Production Facilities Commissioning and EPCC projects, including engineering, fabrication, site construction, and subcontractor management.
- Demonstrated experience as Commissioning Manager on at least two projects.
Technical Expertise
- Pre-commissioning, commissioning, start-up, and O&M workflows.
- Strong process safety knowledge and systemized commissioning methodologies.
- Commissioning planning and completions management systems (e.g., CCMS, Maximo).
- Operations readiness and asset integrity management.
- Hands-on experience commissioning compressors, turbines, and gas engines.
- Strong understanding of process and operational control systems.
Systems & Processes Knowledge
- Project execution control and progress reporting.
- Document control systems and completion databases.
- PSAIM, Permit to Work systems, Electrical Safety Rules, and PSSR processes.
