Job Purpose
- Direct and govern all Administration Services activities across the Authority, including strategic planning, performance management, quality, HSE, knowledge management, and employee services.
- Lead outsourcing, vendor governance, and continuous improvement to deliver efficient, sustainable, and future-ready administrative operations aligned with RTA's strategic objectives.
Roles and Responsibilities:
Strategy
- Establish and govern strategic planning, KPI, budgeting, and performance-management frameworks for Administration Services activities across the Authority.
- Define long-term administrative strategies covering facilities, logistics, employee services, and cross-functional initiatives to align with RTA's vision and Dubai Government policies.
- Oversee institutional effectiveness, knowledge-management, and training strategies to strengthen organizational resilience and capability.
- Formulate policies for investment space utilization within Authority facilities, including contract governance and revenue optimization.
Operations
- Direct the day-to-day management of Administration Services, including employee services, facility operations, parking, transport, document control, security, housekeeping, and library services.
- Develop and oversee Authority-wide quality, HSE, and knowledge-management systems, including accident reporting, environmental compliance, and continuous-improvement initiatives.
- Ensure efficient, courteous, and timely delivery of services and requests to employees and stakeholders.
- Manage archiving services, document control, and electronic transaction systems to ensure efficient handling and preservation of Authority data, documents, and correspondence.
- Oversee employee care facilities including health club, employee happiness center, clinic, pharmacy, physiotherapy center, nursery, and mother and child corner, ensuring delivery of high-quality services aligned with organisational standards.
- Oversee stakeholder relationships with internal departments and external entities (e.g., immigration/foreign affairs, embassies/consulates, municipalities, police for impounding operations, healthcare regulators, landlords/tenants, and strategic vendors).
Product/Process Improvement
- Design and manage outsourcing, vendor/consultant selection, SLA governance, and contract-monitoring mechanisms beyond investment-space services.
- Implement data-driven approaches for project scheduling, financial forecasting, and service efficiency improvements.
- Leverage KPIs and dashboards for monitoring investment-space performance and administrative service delivery.
- Introduce innovation in administrative systems through digital platforms, sustainability practices, and automation of service workflows.
- Oversee audits, feasibility studies, and compliance assessments for buildings, parking, and operational costs, recommending corrective actions and enhancements.
Physical Working Conditions
- Primarily office-based, with regular site visits to RTA facilities, employee service centers, parking areas, and vendor locations to monitor service delivery, HSE compliance, and quality standards.
- May require extended working hours during audits, large-scale service rollouts, or crisis management situations.
Job Qualifications & Requirements
- Education: Bachelor's/ master's degree in business administration, Facilities Management, Industrial Engineering
- Experience: 16+ Years in case of master's degree (18+ years in case of bachelor's degree)
- Certifications (Preferred): PMP, ISO Lead Auditor, or Six Sigma Black Belt
