Job Description

Section I: Job Purpose

The role holder is responsible for providing strategic governance for Enterprise PMO, ensuring effective enterprise-wide oversight of strategic initiatives and projects while driving project delivery excellence and alignment of all programs and projects with the organizational strategy. The role is also responsible for establishing enterprise-wide project management standards, guidelines, strengthening project execution discipline, and driving value realization across all major projects and transformation initiatives.

Section II: Key Responsibilities

Strategic Leadership & Governance

  • Define and implement the enterprise PMO strategy aligned with corporate objectives and transformation agendas.
  • Establish project governance frameworks, policies, and standardized project management methodologies.
  • Lead enterprise-level prioritization of strategic initiatives based on value, risk, and resource optimization.
  • Provide executive-level reporting and insights on organizational project performance and delivery health.

Enterprise Program Oversight

  • Oversee the end-to-end lifecycle of enterprise programs and strategic initiatives.
  • Monitor project performance through KPIs, milestones, and risk indicators.
  • Ensure cross-functional coordination to remove delivery bottlenecks.

Performance Monitoring & Reporting

  • Design and implement dashboards and reporting frameworks for leadership.
  • Conduct regular enterprise initiative reviews, health checks, and performance audits.
  • Manage risks and escalation protocols for high-impact initiatives.

Process Improvement & Transformation

  • Recommend new and standardize existing project management tools, templates, and methodologies across the organization.
  • Drive continuous improvement initiatives in project delivery, resource utilization, and governance practices.

Stakeholder Management

  • Partner with C-suite leaders and department heads to align project enterprise initiatives with business priorities.
  • Facilitate executive steering committees and governance forums as required.
  • Engage external stakeholders, consultants, and regulatory bodies were required.

People Management

  • Provide leadership within the function, setting objectives, managing performance, and developing staff to maximize performance.
  • Build and promote an organization culture that encourages innovation and reward performance that leads to enhanced staff motivation and retention.

Section V: Qualifications, Experience & Skills

Minimum Qualification:

  • Bachelor's degree in Business Administration, Engineering, Project Management, or related field.
  • Master's degree preferred (MBA or equivalent).
  • Certifications preferred: PMP, PgMP, PRINCE2, MSP, PMI-ACP, or equivalent is a must.

Experience:

  • Minimum 18 to 20 years of experience in project/program management with at least 5 years in a senior leadership role.
  • Experience in leading large, complex enterprise-wide strategic initiatives, with a proven record of achieving on-time, on-budget, and in-scope delivery.
  • Experience in enterprise-level prioritization, strategic alignment, and resource optimization, resulting in measurable improvements in delivery success rates and PMO maturity.
  • Experience in establishing and enforcing PMO governance frameworks, standards, and controls, leading to improved compliance, audit outcomes, and risk management effectiveness.
  • Experience in performance monitoring, executive reporting, and dashboarding, delivering clear, actionable insights to C-suite and board-level stakeholders.
  • Experience in leading transformation and change initiatives, including digital, ERP, and enterprise-wide process improvement programs, with demonstrated value realization.
  • Experience in managing high-risk, high-visibility initiatives, including proactive risk identification, escalation, and resolution within complex stakeholder environments.
  • Experience in senior stakeholder management and executive engagement, including facilitation of steering committees and governance forums, with strong stakeholder satisfaction outcomes.

Skills:

  • Strong expertise in establishing and enforcing enterprise-wide PMO frameworks, methodologies, policies, and controls to ensure consistency and compliance.
  • Ability to oversee and govern enterprise-wide programs and projects, ensuring coordination and delivery aligned with organizational strategy.
  • Strong capability to align all programs and initiatives with corporate objectives, ensuring investments deliver measurable strategic value.
  • Ability to define, track, and realize financial and non-financial benefits, ensuring outcomes align with approved business cases.
  • Strong skills in identifying, assessing, escalating, and mitigating risks, issues, and interdependencies across complex initiatives.
  • Skills to drive organizational change, adoption, and continuous improvement in project delivery practices.
