JOB DESCRIPTION
2. JOB PURPOSE:
The Director Business Excellence is responsible for designing, implementing, and sustaining an enterprise-wide Business Excellence framework that ensures the organization operates with strong governance, effective risk management, robust internal controls, and efficient end-to-end processes.
The role focuses on organizational resilience, operational integrity, and continuous improvement, ensuring that risks are proactively managed, controls are embedded within business processes, and processes are standardized, efficient, and fit for purpose.
RESPONSIBILITIES
4. KEY ACCOUNTABILITIES:
Description
Business Excellence Framework
Develop, implement, and maintain the organization's Business Excellence framework, integrating risk management, internal control, and process excellence.
Define enterprise-wide standards, policies, methodologies, and governance structures related to Business Excellence.
Ensure consistent adoption and application of Business Excellence practices across all functions, business units, and geographies.
Act as the custodian of Business Excellence governance, ensuring clarity of roles, ownership, and accountability.
Enterprise Risk Management
Design, implement, and continuously enhance the Enterprise Risk Management (ERM) framework.
Maintain:
Enterprise risk taxonomy
Risk identification and assessment methodology
Risk appetite and tolerance statements
Facilitate enterprise-wide and functional risk assessments, including strategic, operational, financial, regulatory, and reputational risks.
Ensure risks are identified, assessed, documented, and managed through appropriate mitigation plans.
Consolidate and report risk insights, trends, and emerging risks to Executive Management and the Audit & Risk Committee.
Continuous Improvement & Maturity Development
Establish a structured continuous improvement approach across the organization.
Promote the use of root cause analysis, issue management, and lessons learned from:
Incidents
Audit findings
Operational failures and near misses
Assess and track Business Excellence maturity across risk management, internal controls, and processes.
Drive initiatives that move the organization from reactive issue resolution to preventive and systemic improvement.
Transformation & Change Support
Partner with Strategy, PMO, IT, and Transformation teams to ensure:
Risk and control considerations are embedded into major initiatives
Process changes do not introduce unmanaged risk or control weaknesses
Provide governance input and challenge on:
Operating model changes
System implementations
New services, products, or business models
Internal Control Framework
Establish and maintain a robust internal control framework across the organization.
Ensure internal controls are:
Clearly defined and documented
Embedded into business processes (controls by design)
Monitor the effectiveness of internal controls and support management in addressing control gaps.
Coordinate with Internal Audit on audit findings, management responses, and remediation actions.
Drive reduction of repeat audit observations and control failures.
Assigned to appropriate control owners
Process Excellence & Operational Integrity
Lead enterprise-wide process excellence and optimization initiatives.
Identify and prioritize critical end-to-end processes for review and improvement.
Drive:
Process standardization and simplification
Elimination of inefficiencies and unnecessary handoffs
Reduction of operational risk through improved process design
Ensure processes are clearly documented, owned, and governed.
Support automation and digital initiatives by ensuring underlying processes and controls are fit for purpose.
Budgeting and Financial Performance
Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management.
Policies, Systems, Processes & Procedures
Provide inputs and implement policies, systems, and procedures for the assigned team so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
Continuous Improvement
Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Reporting
Prepare sectional statements and reports timely and accurately to meet Khazna and HR department requirements, policies, and quality standards.
QUALIFICATIONS
7. QUALIFICATIONS, EXPERIENCE, & SKILLS:
Education
Bachelor's degree in business, Engineering, Finance, or related discipline (master's preferred).
Experience
15+ years of experience in Business Excellence, Risk Management, Internal Control, Process Excellence, or Operational Governance.
Proven experience operating at enterprise or group level.
Strong experience working with senior leadership and Audit & Risk Committees.
Experience in complex, regulated, or asset-intensive environments preferred.
