Job Description
Role Purpose:
To provide executive leadership, governance, and strategic oversight of aviation risk management and accident investigation activities by establishing and assuring the effective implementation of integrated risk frameworks, investigation governance, and business continuity arrangements, ensuring regulatory compliance, organizational resilience, and informed decision-making in support of aviation safety and security objectives.
Key Responsibilities/Duties
Functional:
- Department Governance and Strategic Direction
Provides strategic leadership and governance for the Risk Management and Accident Investigation Department, ensuring alignment with the Authority's objectives, regulatory obligations, and international aviation standards.
- Accident Investigation Oversight
Oversees the governance, conduct, and quality assurance of aviation accident and incident investigations, ensuring independence, consistency, and compliance with approved investigation frameworks and regulatory requirements.
- Enterprise Aviation Risk Management
Directs the development, implementation, and maintenance of integrated aviation risk management frameworks, methodologies, and assessment processes supporting proactive risk identification, evaluation, and mitigation.
- Risk Analysis, Reporting, and Executive Assurance
Oversees enterprise-level aviation risk analysis, scenario assessment, and reporting, ensuring the provision of accurate, timely, and actionable risk insights to executive management and relevant stakeholders.
- Business Continuity and Crisis Preparedness
Ensures the establishment, testing, and continuous improvement of aviation-related business continuity, emergency preparedness, and crisis management frameworks in coordination with internal and external stakeholders.
- Regulatory Frameworks and Policy Development
Oversees the development, review, and implementation of policies, manuals, and regulatory instruments related to accident investigation, risk management, and continuity planning.
- Investigation Outcomes and Preventive Recommendations
Ensures investigation outcomes, findings, and safety or security recommendations are validated, communicated, and monitored to support continuous improvement and risk reduction.
- Stakeholder and Inter-Agency Coordination
Leads high-level coordination with national and international aviation authorities, security entities, and relevant stakeholders on matters related to investigations, risk management, and aviation resilience.
Performs other job-related duties as assigned, consistent with the operational and regulatory oversight responsibilities of the Department.
Managerial:
- Department Strategy and Planning
Lead development and execution of the Department's operational plan, ensuring alignment with sector priorities, governance frameworks, and performance expectations.
- People Leadership and Capability Development
Lead, coach, and develop office staff, setting clear performance expectations, promoting accountability, and supporting capability development in coordination with HR and sector leadership.
- Performance and Quality Discipline
Ensure structured performance monitoring, reporting accuracy, and adherence to quality assurance and governance standards across all office activities.
- Resource and Budget Coordination
Coordinate preparation and follow-up of office-related resource and budget requirements in alignment with sector priorities and institutional financial governance processes.
- Stakeholder and Cross-Unit Coordination
Maintain structured working relationships with sector directors, department heads, and internal governance functions to ensure integration, alignment, and reliable execution of sector governance requirements.
- Governance Culture and Continuous Improvement
Promote a culture of governance discipline, documentation integrity, process consistency, and continuous improvement across office operations and sector coordination activities.
Qualifications
Academic Qualifications:
- Bachelor's degree in Aviation Safety, Risk Management, Engineering, Aviation Management, Security Studies, Law, or a related discipline.
- Master's degree in a relevant field is an advantage.
- Bachelor's Degree in aviation science, Engineering, accident investigation, risk management, business continuity, or aviation oversight or equivalent
- Postgraduate qualification in accident investigation, risk management, business continuity, or aviation oversight is an advantage
Certifications:
- ICAO Accident Investigation Certification or equivalent recognized qualification
- Aviation Risk Management Certification or equivalent professional training
- Safety Management Systems (SMS) Certification
- Business Continuity Management or Crisis Management Certification (preferred)
Professional Experience:
- Minimum 18 years of progressively responsible experience in aviation safety, accident investigation, aviation risk management, security governance, or regulatory aviation environments, with a Bachelor's degree; or 16 years of relevant experience with a Master's degree.
- Demonstrated experience in leading or overseeing aviation accident and incident investigations, including governance, assurance, and executive reporting of investigation outcomes.
- Extensive experience in designing, implementing, and overseeing enterprise-level aviation risk management frameworks, risk assessments, and executive risk reporting.
- Proven experience in senior leadership roles involving regulatory compliance, policy development, and inter-agency coordination at national and international levels.
- Experience leading business continuity, emergency preparedness, or crisis management initiatives within complex aviation or security environments.
