Lead and oversee the addressing and GIS function within the Licensing unit by developing and implementing strategies that ensure accurate location identification, standardized address data, and effective integration with organizational systems, while collaborating with key stakeholders to enhance national addressing capabilities and meet their address-related needs.
Strategy, Policy and Procedure
- Lead the development and implementation of GIS and national addressing systems aligned with the overall Licensing and postal infrastructure strategy.
- Establish policies, standards and procedures governing address data management, GIS integration and location intelligence platforms.
- Ensure alignment with national geographic information standards and international postal addressing frameworks
- Define key performance indicators, service standards and operational KPIs for GIS and addressing initiatives.
- Maintain the confidentiality of the information relating to work, to protect the interests and activity of the Company.
Addressing and Post Code Projects
- Monitor and follow up on the implementation of the UAE Post Code project in coordination with municipalities and GIS centers, ensuring compliance with agreed standards.
- Lead and direct the design, implementation and continuous improvement of the addressing system, including address formats, coding systems and classification standards.
- Develop and implement processes to collect, verify, and validate address data through address verification tools, audits and coordination with relevant entities to maintain address accuracy.
- Direct and oversee the assignment and maintenance of unique addresses for new properties and locations within the postal network.
- Ensure efficient handling and resolution of address-related inquiries and issues from internal and external stakeholders.

Project Governance and Continuous Improvement
- Oversee the planning, execution, and monitoring of GIS and addressing-related projects ensuring compliance with defined timelines, budgets, and quality standards.
- Identify opportunities to enhance addressing accuracy, operational efficiency, and digital service integration by evaluating new technologies, tools, and methodologies within the addressing function.
Synergies with Stakeholders
- Collaborate with external stakeholders such as government entities, municipalities, utility providers, emergency services, GIS centres and postal authorities to support accurate addressing and service delivery.
- Maintain partnerships with GIS technology vendors and solution providers to ensure adoption of best practices and innovations.
Reports
- Prepare periodic reports on addressing system performance, data accuracy, GIS and spatial data reports, Post Code and addressing projects status reports to support management decision-making.
- Develop analytical and GIS-related reports highlighting trends, operational gaps and improvement opportunities within the addressing system.
Team Management
- Ensure a high standard of employee motivation through regular employee communication, training and equipping with the best tools to achieve the maximum results.
- Set comprehensive goals for performance & growth ensuring the team is capable of delivering the strategic intent.

Qualifications and Knowledge:
- Bachelor's degree in Geographic Information Systems, Geomatics, Information Technology, Engineering, or a related field.
- Certifications like GIS Professional (GISP) or Esri Technical preferred.
Experience:
- 7-10 years experience in a leadership role in GIS, addressing systems, geospatial data management, or related fields at a national or organizational level.
- Experience working with government entities, municipalities, or logistics/postal organizations
