We are seeking an experienced Director of Employee Services to lead and oversee all employee services operations, ensuring accurate, compliant, and efficient delivery of payroll, employee lifecycle administration, onboarding, government services, and benefits administration. The role will ensure HR practices align with UAE labour laws and internal policies while driving service excellence and continuous improvement.
Key Responsibilities:
1. Strategy, Policies & Governance
- Translate HR strategy into operational policies, procedures, and controls.
- Oversee payroll governance, compliance, and process optimization.
- Establish and manage medical insurance and employee benefits frameworks.
- Ensure compliance with labour laws, data protection, and confidentiality standards.
2. Employee Services Operations
- Lead end-to-end employee lifecycle processes including onboarding, contracts, payroll inputs, leave, attendance, and offboarding.
- Ensure accurate, consistent, and timely service delivery aligned with SLAs.
- Oversee visa, travel, and accommodation services.
- Provide guidance on employment contracts, renewals, and compliance matters.
3. Payroll Operations
- Oversee full payroll cycle ensuring accuracy, timeliness, and compliance.
- Ensure alignment with compensation frameworks, labour laws, and internal policies.
- Manage payroll audits, reconciliations, and reporting.
- Oversee end-of-service benefits, pension contributions, and statutory compliance.
- Ensure integration between payroll and finance systems.
- Monitor payroll budgets, costs, and financial planning.
4. Benefits & Medical Insurance
- Manage employee medical insurance operations and vendor coordination.
- Ensure accurate invoicing, claims handling, and compliance.
- Lead employee awareness initiatives on benefits and coverage.
- Oversee employee engagement and loyalty programs.
5. Onboarding & Employee Experience
- Ensure seamless onboarding and induction processes.
- Oversee communication with stakeholders for new joiners.
6. Reporting & Compliance
- Prepare and present analytical reports on payroll, operations, and compliance.
- Maintain audit readiness and ensure accurate documentation.
7. Stakeholder Management
- Build strong relationships with internal stakeholders, government entities, and service providers.
8. Team Leadership
- Lead, develop, and manage the Employee Services team.
- Define KPIs, conduct performance reviews, and support team development.
9. Employee Data Management
- Ensure accuracy, integrity, and audit readiness of employee records and payroll data.
Qualifications & Experience:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Professional certification (CIPD, SHRM-SCP, SPHR or equivalent) is preferred.
- 7–10 years of HR operations experience, including at least 3 years in a leadership role within employee services or payroll.
Key Skills & Competencies:
- Strong knowledge of HR operations and payroll management systems (preferably Oracle HCM).
- In-depth understanding of UAE labor law and regulatory requirements.
- Expertise in payroll, benefits administration, and compliance.
- Strong stakeholder management and communication skills (English required; Arabic preferred).
- Analytical mindset with attention to detail and problem-solving capabilities.
