Job Description

Save the Children International has an exciting opportunity for aDirector of Human Resourcesto join our Egypt Country Office.

Team and Role Purpose

As a member of the Egypt Country Office's Senior Management Team (SMT), the HR Director shares in the overall responsibility for the direction and coordination of the Country Office (CO).

The post holder will be accountable for the provision of effective HR services in both humanitarian and development programming contexts. The post holder will be expected to ensure compliance with SCI global standards, policies and practices, alignment with national laws and HR framework. He/She plays a key role in effectively supporting program implementation activities in line with the strategic plans.

Required Time Zone: UTC+3

Contract Length: Fixed Term Contract (24 months)

Right to Work: The successful candidate must have the right to work in the country where the role is based, for the duration of employment.

Principal Accountabilities

As a member of the Senior Management Team, the position will:

  • Contribute to the leadership of the Country Office
  • Contribute to the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, supporting our people to deliver outstanding results for children and excellent customer service for our members and donors
  • Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to program needs and funding level. Support Country director and team in rightsizing exercise ensure that workforce numbers and planning are aligned with business needs.
  • Help establish, maintain, and improve active and regular working relationships with government authorities and external parties
  • Ensure the Country Office complies with all Save the Children Management Operating Standards and Standard Operating Procedures
  • Ensure that all required support is provided promptly, at scale, at speed and in line with the rules and principles during humanitarian responses, working closely with the global teams and business partners

Recruitment and retention

  • Ensure appropriate recruitment, retention and succession of staff including the design and implementation of compensation and performance management systems and career development for all staff
  • Provide strategic HR support on all people related matters, providing HR leadership, advice and solutions in analysing people issues and challenges across the organisation.
  • Ensure through thorough review that employment terms, conditions and practices are fair, consistent, compliant with labour law and Save the Children human resource policies and best practice, and appropriate to the Egyptian context.
  • Ensure maintenance of updated information on staff salaries, allowances and income tax calculations in compliance with current laws and regulations.
  • Support localization and nationalization strategies through leadership development, succession planning, and capacity strengthening of national staff.

Talent Management, Organizational and staff development

  • Develop a culture of performance management across the organization, where staff are held accountable for high performance
  • Lead implementation and maintenance of a fit for purpose performance management system that is in alignment with organizational goals and high performance delivery
  • Ensure that performance reviews are conducted regularly by supervisors; provide training and advise to managers on effective implementation of performance management system including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;

People management

  • Lead, Manage and motivate HR staff ensuring that they have clear work plans and objectives
  • Ensure appropriate staffing within Human Resources in line with business needs and portfolio change
  • Ensure that all HR staff understand and are able to perform their roles in a humanitarian response delivering at speed while maintaining overall compliance
  • Manage the HR team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Oversee complex employee relations and investigation processes, ensuring fairness, confidentiality, procedural compliance, and timely resolution.

Experience and Skills

Essential

  • At least 12 years of experience, with last five years in leadership position
  • Experience of reviewing and drafting HR policies, procedures and guidelines and of developing and implementing systems (including IT systems)
  • Experience of managing HR projects
  • Awareness of good HR practice in relation to child safeguarding
  • Recommended post graduate degree in an area of social development
  • A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
  • Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working
  • Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts; very strong capacity for attention to detail, problem solving, and analysis of trends
  • Credibility to lobby, influence and represent Save the Children at all levels
  • Resource management, training , capacity building, coaching, and mentoring skills
  • Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies
  • Commitment to and understanding of Save the Children's aims, values and principles including rights-based approaches
  • Fluency in English and Arabic,
  • INGO/UN experience is a must

Education and Qualifications

Essential

Master's degree in Human Resources, Organizational Development, Business Administration, Psychology, Social Sciences, or related field preferred.
