Job Description

Job Responsibilities

1. Strategic Planning and Business Leadership: Based on global energy market trends and company strategy, formulate medium- and long-term development plans for exploration and development, lead the layout of emerging businesses such as unconventional oil and gas and offshore oilfields, and promote the implementation of the Digital Oilfield and Green Oilfield strategies. Lead oilfield development investment decisions and assess the feasibility of new projects (e.g., reservoir reserves, development costs, policy risks).

2. Full-Process Operation Management: Coordinate the entire oilfield exploration and development chain, optimize resource allocation, supervise project delivery on schedule, and ensure compliance with international standards such as ISO and API, as well as local environmental regulations. Establish a cost control system, focusing on cost reduction in equipment maintenance and technology outsourcing, and maximize customer asset value through full-chain service capabilities.

3. Risk and Compliance Management: Establish a project risk assessment mechanism to address external challenges such as oil price fluctuations, geopolitics, and resource depletion, ensuring the stable operation of overseas projects in Iraq, Chad, and other locations. Lead the construction of a QHSE (Quality, Health, Safety, and Environment) system, handle major safety incidents and customer complaints, and maintain the company's international reputation.

4. Client Collaboration and Team Building: Maintain strategic partnerships with international oil companies and local governments, promote the implementation of international cooperation projects, and regularly report business progress to the president of the oil and gas development company. Responsible for building a talent pool for oilfield evaluation, establishing a global technical training system, and cultivating cross-departmental, multi-skilled personnel.

Job Qualifications

1. Education and Professional Background: Master's degree or above in Geological Resources and Geological Engineering, Petroleum Engineering, Oil and Gas Field Development, or related fields.

2. Experience and Abilities: Over 20 years of experience across the entire oil and gas exploration and development chain, including at least 10 years of experience in core oilfield evaluation business (e.g., reserve assessment, development potential demonstration, block value evaluation); at least 10 years of mid-to-senior level management experience in oil and gas companies or internationally renowned oilfield service companies (e.g., director-level or above in charge of exploration and development); experience in managing large-scale global or cross-regional (e.g., Middle East, West Africa, Central Asia) oil and gas field projects (recoverable reserves 500 million barrels of oil equivalent); experience in building overseas oilfield evaluation teams and managing projects with international oil companies (IOCs) is a plus. Must possess the language skills required for global business, be proficient in reading and writing professional English reports (e.g., oil and gas development plan reports, oil and gas project feasibility analysis reports), and be able to conduct international negotiations and cross-cultural team communication in English as a working language. Arabic proficiency is preferred.

3. Other requirements: Priority will be given to candidates with a professor-level senior engineer title; priority will also be given to candidates holding relevant professional certifications such as Registered Petroleum Engineer (PE), Project Management Professional (PMP), or Specialized Petroleum Reserves Appraiser (SPE-PRB).
