Job Title
Director - Tendering & Estimation (International) (Marine Experienced)

Vice President - Commercial / Project Director

Abu Dhabi, UAE (with international project exposure)
Job Purpose
To lead and provide strategic direction for international marine and offshore tendering, estimation, and bid management activities, ensuring accurate, competitive, and compliant proposals in alignment with ADNOC business objectives, international standards, and marine project requirements. The role combines technical, commercial, and operational expertise to drive successful project acquisition globally.
Key Accountabilities & Responsibilities
Tendering & Estimation Leadership
- Lead the preparation and submission of international marine and offshore project tenders.
- Provide guidance on cost estimation, risk assessment, and bid strategy for large-scale marine projects.
- Ensure tender documents, technical proposals, and commercial bids comply with ADNOC and client standards.
Project Estimation & Cost Control
- Oversee preparation of accurate project estimates including scope, man-hours, equipment, materials, logistics, and contingencies.
- Develop and review cost models, pricing strategies, and bid risk mitigation plans.
- Coordinate with engineering, operations, procurement, and finance teams to validate estimates.
Marine Technical Oversight
- Provide technical input on marine project execution, dredging, offshore construction, and floating facility operations.
- Ensure tender assumptions, equipment specifications, and execution methodologies are realistic and technically sound.
- Support interface with classification societies, marine consultants, and technical licensors during bid preparation.
Commercial & Contract Management
- Lead negotiation strategies, commercial terms, and conditions with clients, subcontractors, and suppliers.
- Ensure compliance with international contract standards, ADNOC policies, and local regulations.
- Support risk evaluation, claims mitigation, and project financial due diligence.
Stakeholder Management & Coordination
- Act as primary interface with ADNOC management, international clients, EPC partners, and marine authorities.
- Facilitate cross-functional alignment between engineering, operations, commercial, and project teams during bidding.
- Represent ADNOC in international bid presentations, clarification meetings, and technical discussions.
People Leadership & Capability Development
- Lead, mentor, and develop tendering and estimation teams.
- Build competency in marine cost estimation, international bidding, and proposal development.
- Promote best practices, lessons learned, and knowledge sharing across projects and regions.
Minimum Qualifications
- Bachelor's Degree in Marine Engineering, Naval Architecture, Civil, Mechanical, or related engineering discipline.
- MBA or Master's in Project Management/Engineering is advantageous.
- Professional certifications in project management (PMP) or cost estimation are preferred.
Experience Requirements
- Minimum 20 years experience in offshore/marine projects including dredging, marine construction, floating facilities, or related areas.
- Minimum 810 years in tendering, estimation, or bid management roles at senior leadership level.
- Proven experience in international marine/offshore bids and multi-national project environments.
- Familiarity with ADNOC, NOCs, or major international oil & gas clients and EPC contractors is preferred.
