Job Purpose

To lead and manage all Environment, Health & Safety (EHS) activities for a major Roads EPC project in Dubai, ensuring compliance with applicable UAE regulations, Dubai Municipality requirements, RTA standards, project specifications, and L&T EHS policies.

The role will be responsible for developing and implementing project-specific EHS management systems, ensuring safe execution of road construction activities, managing site-level EHS teams, and promoting a proactive safety culture across all project operations.

Key Responsibilities

• EHS Management & Compliance
• Develop, implement, and monitor the project-specific EHS Management Plan in accordance with L&T policies, applicable UAE regulations, and RTA requirements.
• Ensure compliance with relevant RTA EHS guidelines, project specifications, statutory requirements, and client HSE standards.
• Establish and monitor EHS objectives, KPIs, safety performance indicators, and improvement initiatives.
• Lead EHS audits, inspections, compliance reviews, and management reviews.
• Roads & Infrastructure Project Safety
• Oversee EHS activities for road construction, highway development, road widening, junction improvements, utility diversions, and associated infrastructure works.
• Ensure effective safety management for excavation, earthworks, asphalt paving, road marking, concrete works, lifting operations, and heavy equipment movement.
• Manage traffic safety and temporary traffic management arrangements, including work-zone protection, diversions, barricading, signage, and coordination with relevant authorities.
• Ensure safe execution of activities involving live traffic, public interfaces, underground utilities, and work in restricted areas.
• Risk Assessment & Hazard Control
• Review and approve risk assessments, Job Safety Analyses (JSA), and Method Statements for critical construction activities.
• Identify project-specific hazards and implement suitable control measures in line with the hierarchy of controls.
• Conduct regular site inspections and ensure timely closure of EHS observations and non-conformities.
• Monitor high-risk activities and ensure effective implementation of Permit-to-Work systems.
• RTA & Client Coordination
• Act as the key EHS interface with RTA representatives, client teams, consultants, project management consultants, and other relevant stakeholders.
• Coordinate RTA-related EHS inspections, audits, compliance reviews, and safety meetings.
• Ensure timely closure of RTA/client observations and implementation of corrective and preventive actions.
• Support project teams in meeting client-specific EHS deliverables and contractual safety requirements.
• Incident Management & Emergency Preparedness
• Lead the investigation of accidents, incidents, near misses, and unsafe occurrences.
• Identify root causes and ensure implementation of corrective and preventive measures.
• Develop and implement emergency response plans, including fire safety, medical emergencies, and road traffic incidents.
• Organize emergency drills and evaluate the effectiveness of emergency response arrangements.
• EHS Team Leadership
• Lead, guide, and manage the project EHS team, including EHS engineers, officers, and supervisors.
• Define responsibilities, monitor team performance, and ensure adequate EHS coverage across project sites and shifts.
• Conduct regular safety meetings, toolbox talks, and workforce awareness programs.
• Promote employee engagement and strengthen a positive safety culture among employees, subcontractors, and site personnel.
• Subcontractor & Workforce Safety
• Monitor subcontractor compliance with project EHS requirements and L&T safety standards.
• Review subcontractor EHS plans, risk assessments, and safety documentation.
• Ensure adequate induction, training, competency assessment, and safety awareness for all personnel.
• Monitor the implementation of welfare, occupational health, PPE, and safe working practices.
• Environmental Management
• Ensure implementation of project environmental management plans and applicable environmental requirements.
• Monitor dust, noise, waste management, emissions, spill prevention, and pollution control measures.
• Ensure appropriate management of construction waste, hazardous materials, and environmental incidents.
• Coordinate environmental inspections and ensure closure of identified non-compliances.
• Reporting & Documentation
• Prepare and submit periodic EHS performance reports, dashboards, statistics, and KPI updates.
• Maintain records of inspections, audits, incidents, training, permits, risk assessments, and corrective actions.
• Support project management in EHS planning, resource allocation, and performance improvement initiatives.
• Ensure timely submission of EHS documentation and reports to the client, consultant, and internal management.
  
  

Mandatory Requirements

• Minimum 15+ years of overall experience in EHS management within construction, infrastructure, roads, highways, or EPC projects.
• Mandatory prior experience in RTA projects in Dubai, with demonstrated understanding of RTA EHS requirements and project compliance processes.
• Relevant experience in managing EHS functions for large-scale road/highway construction or infrastructure EPC projects.
• Proven experience in client, consultant, and regulatory authority coordination.
• Strong knowledge of road construction safety, traffic management, excavation safety, heavy equipment operations, and high-risk construction activities.
• Experience in leading and managing a project-level EHS team.
  
  

Educational Qualification & Certifications

• B.E./B.Tech in Civil, Mechanical, Environmental, or other relevant Engineering discipline.
• Diploma/Advanced Diploma in Industrial Safety or an equivalent recognized EHS qualification.
• NEBOSH International General Certificate (IGC) or equivalent recognized HSE certification preferred.
• NEBOSH International Diploma, professional safety certifications, or equivalent advanced qualifications will be an added advantage.
• Relevant UAE EHS training and RTA-related safety training will be an advantage.

The candidate should have a strong track record of leading project EHS functions, ensuring regulatory and client compliance, managing construction risks, and driving safety performance across large-scale EPC road projects.
