Role Summary

We are seeking an experienced Senior Electrical Construction Manager to provide PMC oversight of electrical infrastructure works, including primary substations and associated power systems, within a major development programme in Al Khobar.

Operating under a Full PMC model, the role is responsible for managing contractor execution during the construction phase, ensuring compliance with technical specifications, regulatory requirements, and contractual obligations.

This position requires strong experience in HV/MV systems, substation delivery, and coordination across multidisciplinary infrastructure interfaces.

Key Responsibilities

• Provide PMC oversight of electrical infrastructure and substation construction works
• Monitor contractor compliance with approved electrical designs and specifications
• Ensure alignment with programme milestones and commissioning plans
• Coordinate with civil, utilities, and authority stakeholders
• Review and endorse electrical method statements, ITPs, and testing procedures
• Oversee testing, commissioning, and energisation readiness
• Identify risks and support mitigation strategies
• Contribute to commercial reviews and change management processes
• Provide structured reporting to client and senior management

Candidate Requirements

• Bachelor's Degree in Electrical Engineering or related discipline
• Minimum 15+ years of experience in electrical infrastructure delivery
• Proven primary substation experience (HV/MV essential)
• Experience in PMC, client-side, or owner's representative roles
• Strong understanding of contractor management and authority coordination
• Knowledge of Saudi utility authority requirements desirable
• Saudi Arabia experience essential
