Engineering & Property Manager
Role Purpose
The Engineering & Property Manager is responsible for the overall management, operation, maintenance, and development of the Bank's real estate portfolio and physical infrastructure.
The role oversees all Bank-owned and leased properties, including the Head Office, branches, offices, investment or non-operational properties where applicable, warehouses, and other facilities. The position ensures that properties are safe, operationally efficient, properly maintained, compliant with regulatory and statutory requirements, and managed in a cost-effective manner.
The role will also lead engineering and facilities projects, property renovations and fit-outs, preventive and corrective maintenance, technical service providers, property-related contracts, and capital expenditure projects.
Key Responsibilities
1. Real Estate & Property Management
- Manage the Bank's portfolio of owned and leased properties, including Head Office, branches, offices, storage facilities, and other real estate assets.
- Maintain a comprehensive property register covering ownership, leases, locations, property condition, utilization, key contractual dates, and associated costs.
- Oversee property leases, renewals, terminations, handovers, and landlord/tenant obligations in coordination with Legal, Finance, and relevant stakeholders.
- Monitor lease expiry dates, rental commitments, escalation clauses, deposits, insurance requirements, and other contractual obligations.
- Conduct regular property inspections and condition assessments.
- Identify opportunities to improve space utilization and optimize the Bank's real estate footprint.
- Support the evaluation and technical due diligence of potential new premises, acquisitions, relocations, and disposals.
- Coordinate property valuations, surveys, inspections, and technical assessments where required.
- Maintain all property documentation, drawings, warranties, certificates, permits, and technical records.
2. Engineering & Facilities Management
- Ensure the effective operation and maintenance of all building systems and engineering infrastructure.
- Oversee HVAC, electrical, plumbing, mechanical, fire protection, elevators, generators, UPS systems, lighting, building management systems, and other critical infrastructure.
- Establish and manage preventive, predictive, and corrective maintenance programs.
- Ensure critical building infrastructure is maintained to appropriate availability and reliability standards.
- Develop maintenance schedules and ensure timely completion of planned maintenance activities.
- Monitor equipment performance, lifecycle, warranties, and replacement requirements.
- Ensure adequate contingency arrangements for critical building services.
- Maintain accurate engineering drawings, equipment registers, maintenance records, and technical documentation.
3. Projects, Renovations & Fit-Outs
- Manage property-related capital projects including new branches, office relocations, renovations, refurbishments, expansions, and fit-outs.
- Develop project scopes, technical specifications, budgets, schedules, and procurement requirements.
- Coordinate architects, engineering consultants, contractors, interior designers, project managers, and specialist vendors.
- Review technical drawings, designs, specifications, bills of quantities, and contractor submissions.
- Monitor construction and fit-out activities to ensure compliance with approved designs, budgets, quality standards, and timelines.
- Manage project handovers, snagging, testing, commissioning, warranties, and close-out documentation.
- Ensure projects consider banking-specific operational, security, technology, business continuity, and customer experience requirements.
- Provide regular project status reports covering progress, cost, risks, delays, and required decisions.
4. Branch & Office Infrastructure
- Ensure branches and offices are maintained in accordance with the Bank's operational and brand standards.
- Coordinate physical infrastructure requirements for new branches, ATMs, offices, and other banking facilities.
- Work closely with IT, Information Security, Operations, Security, Marketing, and Business Continuity teams on infrastructure requirements.
- Coordinate engineering requirements for data rooms, server rooms, UPS systems, generators, cooling systems, and other critical banking infrastructure.
- Support physical modifications required for security systems, access control, CCTV, vaults, safes, and other specialist banking facilities in coordination with the responsible functions.
5. Health, Safety & Regulatory Compliance
- Ensure all Bank properties comply with applicable building codes, civil defense requirements, occupational health and safety regulations, environmental requirements, and other statutory obligations.
- Maintain required permits, licenses, inspections, certificates, and regulatory approvals for Bank premises.
- Ensure fire detection, fire suppression, emergency lighting, evacuation systems, and other life-safety systems are regularly inspected and maintained.
- Conduct or coordinate periodic health, safety, and property risk assessments.
- Ensure contractors and service providers comply with the Bank's health, safety, security, and access requirements.
- Track identified deficiencies and ensure corrective actions are completed within agreed timelines.
6. Vendor & Contractor Management
- Manage engineering consultants, maintenance companies, contractors, landlords, property managers, and specialist service providers.
- Participate in tendering and procurement processes for property, facilities, engineering, and construction services.
- Develop technical scopes of work and participate in technical evaluation of proposals.
- Establish and monitor service-level agreements and vendor performance KPIs.
- Review contractor performance, quality of work, response times, and compliance with contractual requirements.
- Validate completed works and invoices prior to payment approval.
- Identify opportunities for vendor consolidation and cost optimization without compromising service quality or operational resilience.
7. Budget & Cost Management
- Develop and manage annual operating and capital budgets for properties, engineering, maintenance, and facilities.
- Forecast major maintenance and asset replacement requirements.
- Monitor actual expenditure against approved budgets and investigate material variances.
- Develop multi-year capital expenditure plans for property upgrades and major equipment replacement.
- Review property-related expenses including rent, maintenance, utilities, service contracts, and project costs.
- Identify opportunities to reduce operating costs and improve energy and resource efficiency.
8. Asset Lifecycle Management
- Maintain a comprehensive register of major engineering and property-related assets.
- Monitor asset age, condition, performance, maintenance history, and expected useful life.
- Develop replacement and refurbishment plans for major equipment and infrastructure.
- Recommend repair-versus-replacement decisions based on technical and financial assessments.
- Ensure warranties and maintenance agreements are properly documented and utilized.
10. Governance & Reporting
- Develop and maintain policies, procedures, standards, and operating manuals relating to property and engineering management.
- Maintain appropriate documentation and audit trails for property transactions, maintenance, projects, and vendor management.
- Address findings raised by Internal Audit, Risk, Compliance, regulators, or external auditors relating to properties and facilities.
- Prepare regular management reports covering property portfolio status, maintenance performance, projects, budgets, risks, incidents, and key upcoming requirements.
- Maintain a property risk register and escalate significant operational, financial, safety, or compliance risks.
Qualifications & Experience
Education
- Bachelor's degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Architectural Engineering, Facilities Management, or a related discipline.
- Professional engineering certification or registration is preferred.
- Project Management certification such as PMP or equivalent is advantageous.
- Facilities or property management certification such as CFM, FMP, RICS, or equivalent is advantageous.
- Minimum 8–10 years of relevant experience in engineering, property management, facilities management, construction, or real estate.
- Minimum 3–5 years in a managerial or supervisory capacity.
- Experience managing a portfolio of commercial properties, corporate offices, branches, or similar facilities.
- Banking or financial services experience is strongly preferred.
- Demonstrated experience managing major fit-out, renovation, construction, or relocation projects.
- Experience managing engineering systems and critical building infrastructure.
- Strong experience managing contractors, consultants, maintenance providers, and property-related contracts.
- Experience preparing and managing CAPEX and OPEX budgets.
