Job Description

Job Purpose

The HSE Manager is responsible for leading the development, implementation, and continuous improvement of the Health, Safety, and Environment (HSE) management system across the organization's entities and project sites. The role ensures full compliance with Saudi regulatory requirements (Civil Defense, MHRSD, GOSI, environmental permitting authorities) and applicable international HSE standards (ISO 45001, ISO 14001), while embedding a proactive safety culture across construction, manufacturing, and operational sites. The HSE Manager acts as the primary advisor to senior leadership on risk mitigation, incident prevention, and regulatory exposure.

Key Responsibilities

HSE Strategy & Management System

  • Develop, implement, and maintain the Group HSE management system aligned with ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management).
  • Set annual HSE objectives, targets, and improvement plans for each subsidiary in coordination with entity operations leadership.
  • Establish Group-wide HSE policies, standard operating procedures, and site-specific safety plans for construction, manufacturing, and oil & gas service activities.
  • Lead the Group HSE Committee and report performance and risk exposure directly to the CEO and Group leadership.

Compliance & Regulatory Affairs

  • Ensure compliance with Saudi Civil Defense regulations, MHRSD occupational safety requirements, and relevant environmental permits and licenses.
  • Maintain liaison with regulatory bodies including Civil Defense, the National Center for Environmental Compliance, and municipal authorities on inspections, permits, and audits.
  • Track changes in Saudi HSE legislation and update internal policies and site practices accordingly.
  • Own preparation for and hosting of external HSE audits, certifications, and client HSE pre-qualification assessments.

Risk Management & Incident Prevention

  • Direct hazard identification, risk assessment (HIRA), and job safety analysis (JSA) processes across all active sites and facilities.
  • Lead incident, near-miss, and accident investigations; ensure root-cause analysis and corrective/preventive action (CAPA) tracking to closure.
  • Oversee permit-to-work systems, confined space entry, working-at-height, and lifting operations controls on construction and industrial sites.
  • Maintain the Group's emergency response and crisis management plans, including fire safety, evacuation, and business continuity protocols.

Training & Culture

  • Design and deliver HSE induction, toolbox talks, and competency-based training programs for employees, subcontractors, and site labor.
  • Champion behavior-based safety programs and drive a Group-wide culture of proactive hazard reporting and continuous improvement.
  • Coordinate with Recruitment and Training on mandatory HSE certifications (NEBOSH, OSHA, first aid) as part of onboarding for safety-critical roles.

Reporting & Performance Monitoring

  • Consolidate and report Group HSE performance metrics (LTIFR, TRIR, near-miss ratios, audit closure rates) to senior leadership on a monthly basis.
  • Maintain HSE statistics, incident registers, and documentation required for client reporting, tenders, and prequalification submissions.
  • Support BD/Bidding with HSE plans, method statements, and safety credentials for project and contract bids.

Environmental Management

  • Oversee waste management, emissions control, and environmental monitoring programs across manufacturing and industrial sites.
  • Manage environmental impact assessments and mitigation plans for new projects and facility expansions.

Qualifications & Experience

Education

  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
  • NEBOSH International General Certificate (IGC) required; NEBOSH Diploma or IOSH Managing Safely preferred.
  • Lead Auditor certification in ISO 45001 and/or ISO 14001 is highly desirable.

Experience

  • Minimum 10–12 years of progressive HSE experience, including at least 4–5 years in a managerial capacity.
  • Proven experience across multi-site or multi-sector environments — construction, manufacturing, or oil & gas services strongly preferred, consistent with a diversified multi-sector operating environment.
  • Track record of managing HSE for Saudi-regulated environments, including Civil Defense and environmental authority interactions.
  • Experience supporting tender/bid HSE documentation and client audits is an advantage.
