HSE MANAGER & DEPUTY HSE MANAGER

Major EPC Projects | Eastern Province, Saudi Arabia

Digby Morris is supporting a leading international EPC contractor with the appointment of two senior HSE professionals for major projects in Saudi Arabia's Eastern Province.

We are seeking:

HSE Manager – Major Industrial Water Project

Deputy HSE Manager – Major Power / Industrial Project

Both positions offer the opportunity to join a highly established international contractor delivering technically complex, large-scale EPC projects across Saudi Arabia and the wider region.

ROLE 1 – HSE MANAGER

Major Industrial Wastewater Treatment & Reuse Project

The HSE Manager will take overall responsibility for Health, Safety and Environmental management across the construction and commissioning of a major new industrial wastewater treatment and reuse facility in Saudi Arabia's Eastern Province.

With a project value of approximately SAR 1.9 billion / US$500 million, the development will provide advanced treatment and recycling of complex industrial wastewater serving a major petrochemical development.

The EPC scope incorporates industrial wastewater collection and treatment facilities, water reuse systems, storage tanks, pumping infrastructure, pipelines, process equipment and associated connections.

This is a substantial multidisciplinary construction environment incorporating major civils, mechanical and electrical installation, piping, process facilities and commissioning.

The HSE Manager will lead the project HSE function, manage the HSE team and provide visible leadership across employees, subcontractors and the wider construction workforce.

We are looking for:

• 12–15+ years HSE experience

• Significant HSE leadership experience on major EPC construction projects

• Strong heavy industrial construction safety background

• Experience within water/wastewater, petrochemical, oil & gas, process plant, utilities or power projects

• Strong knowledge of PTW, lifting, confined spaces, working at height, excavation, heavy equipment and commissioning safety

• NEBOSH Diploma, IOSH, CSP or equivalent professional qualification strongly preferred

• Saudi/GCC project experience highly desirable

• Proven experience leading sizeable HSE teams and subcontractor safety performance

ROLE 2 – DEPUTY HSE MANAGER

Major Power / Industrial Infrastructure Project

The Deputy HSE Manager will form part of the senior project HSE leadership team supporting a major power and industrial infrastructure environment in Saudi Arabia's Eastern Province.

The underlying development is a multi-billion-dollar combined-cycle power facility with approximately 4 GW of generating capacity, providing critical electricity infrastructure to the Kingdom.

The role will support HSE management across a complex EPC environment encompassing engineering, construction, mechanical and electrical works, heavy lifting, process systems, commissioning and handover.

Working closely with project leadership, construction teams and subcontractors, the Deputy HSE Manager will help drive project HSE strategy, risk management, compliance, audits, incident investigation and workforce safety culture.

We are looking for:

• 10+ years HSE experience

• Major EPC / infrastructure project experience

• Strong power, water, process plant or heavy industrial background

• Experience managing contractor and subcontractor HSE performance

• Strong understanding of risk assessment, PTW, lifting operations, confined spaces and hazardous materials

• Knowledge of ISO 45001, ISO 14001 and recognised international HSE standards

• Relevant degree and/or recognised professional HSE qualification

• Strong leadership and stakeholder-management capability

• Previous Middle East experience preferred
