Job Title: Health, Safety & Environment (HSE) Manager

Reports To: HSE Corporate Manager / Site Director
Location: Manufacturing Site
Job Purpose
To lead, develop, and implement the Health, Safety, and Environmental (HSE) strategy for the chemicals manufacturing facility, ensuring full compliance with local regulations, international standards, and corporate policies, while proactively minimizing risks to people, assets, and the environment.
Key Responsibilities
1. HSE Strategy & Leadership
- Develop and implement the site HSE strategy aligned with corporate and regulatory requirements.
- Act as the site HSE authority, advising senior management on HSE risks, compliance, and performance.
- Promote a strong safety culture and behavioral safety mindset across all levels of the organization.
- Lead HSE teams, defining objectives, KPIs, and development plans.
2. Regulatory Compliance & Standards
- Ensure compliance with all applicable HSE laws, regulations, permits, and codes of practice related to chemical manufacturing.
- Maintain compliance with international standards (e.g., ISO 45001, ISO 14001, Responsible Care, OSHA, REACH where applicable).
- Coordinate with regulatory authorities, auditors, and external stakeholders.
3. Risk Management & Process Safety
- Lead hazard identification, risk assessments, and process safety studies (HAZID, HAZOP, JSA, Bow-Tie).
- Ensure implementation of process safety management elements for hazardous chemicals and operations.
- Monitor critical safety controls and ensure effective management of change (MOC).
4. Incident Management & Investigation
- Oversee incident reporting, investigation, and root cause analysis (RCA).
- Ensure corrective and preventive actions are implemented and tracked to closure.
- Analyze trends and lead initiatives to prevent recurrence.
5. Environmental Management
- Manage environmental aspects including emissions, effluents, waste management, and chemical handling.
- Ensure proper storage, labeling, transportation, and disposal of hazardous materials.
- Lead initiatives to reduce environmental impact, energy consumption, and waste.
6. Emergency Preparedness & Crisis Management
- Develop, maintain, and test emergency response and evacuation plans.
- Coordinate emergency drills, simulations, and crisis management exercises.
- Act as key site contact during emergencies and liaise with external emergency services.
7. Training & Awareness
- Identify HSE training needs and ensure delivery of mandatory and role-specific training.
- Conduct safety inductions, toolbox talks, and awareness campaigns.
- Build HSE competency across employees and contractors.
8. Contractor & Site Safety Management
- Ensure contractors comply with site HSE requirements and permit-to-work systems.
- Conduct contractor risk assessments, audits, and site inspections.
- Monitor safe execution of high-risk activities (hot work, confined space, lifting, chemical handling).
9. Audits, Reporting & KPIs
- Plan and lead internal and external HSE audits and inspections.
- Prepare HSE performance reports, dashboards, and management reviews.
- Track leading and lagging HSE indicators and drive continuous improvement.

Qualifications & Experience
Education
- Bachelor's degree in Engineering, Chemistry, Environmental Science, or related field
- HSE professional certifications (NEBOSH, IOSH, OSHA, CSP, or equivalent) required or highly preferred
Experience
- 710 years of HSE experience in chemical, petrochemical, or process manufacturing industries
- Minimum 35 years in a managerial or leadership HSE role
- Strong exposure to process safety and hazardous chemical operations
