Job Description

Mandatory Requirements

  • Bachelor's degree in engineering.
  • Valid Saudi Council of Engineers (SCE) registration with an active Engineer Professional Membership.
  • Minimum 10 years of experience as an HSE Manager in EPC projects, preferably within the Power Generation, Oil & Gas, or Energy sectors.
  • Proven experience in large-scale Power Generation Projects, including:
  • Combined Cycle Gas Turbine (CCGT)
  • Thermal Power Plants
  • Combined Cycle Plants
  • Renewable Energy Projects
  • Substations
  • Immediate availability in Saudi Arabia is highly preferred.

Required Certifications

  • NEBOSH International Diploma (preferred) / NEBOSH IGC or equivalent qualification.
  • IOSH Managing Safely.
  • Incident Investigation Training.
  • Risk Assessment Management Training.
  • ISO 45001 Occupational Health & Safety Management Systems.

Technical Competencies

  • EPC construction and commissioning HSE management.
  • Lifting and rigging operations safety.
  • Work at Height safety management.
  • Electrical Safety and Lockout/Tagout (LOTO).
  • Confined Space Entry management.
  • Permit to Work (PTW) systems.
  • Contractor HSE management and monitoring.
  • HSE audits, inspections, and compliance reviews.
  • Incident/accident investigation and root cause analysis.
  • Strong HSE leadership with the ability to ensure compliance with local regulations, company standards, and project requirements.
  • Effective use of safety supervision and monitoring tools.
  • Maintenance and periodic updating of the Project HSE Risk Register based on actual project risks.
  • Management of high-risk activities, including heavy lifting and equipment operations.
  • Promotion of transparent and proactive HSE reporting across project stakeholders and contractors.
  • Development and delivery of project-specific HSE training and awareness programs.

Key Responsibilities

  • Lead and oversee all project HSE activities to ensure a safe working environment.
  • Ensure compliance with applicable HSE laws, regulations, client requirements, and company policies.
  • Monitor contractor performance and implement corrective actions where required.
  • Conduct risk assessments and develop mitigation measures for project activities.
  • Lead accident investigations and ensure lessons learned are communicated and implemented.
  • Foster a strong safety culture across all project phases, including construction and commissioning.
