Job Description

Job Scope

The Environmental Engineer is responsible for ensuring full compliance with applicable environmental laws, regulations, and standards by all personnel involved in the performance of services. The role includes overseeing the environmentally compliant execution of all activities, ensuring staff carry out their duties in line with approved procedures, and monitoring adherence to the Operation Environmental Management Plan (OEMP). In addition, the Environmental Engineer manages environmental risks, supports ESIA implementation, liaises with authorities and lenders, and ensures effective environmental monitoring, reporting, and continual improvement throughout project execution and operations.

Key Responsibilities

  1. Identify, assess, and monitor environmental and social risks associated with engineering services and operational activities at DAM in line with the approved ESIA, GACA regulations, and lender requirements.
  2. Support the development, implementation, and follow‑up of mitigation measures to eliminate, reduce, or control identified environmental and social risks, ensuring alignment with the ESIA, OEMP, and lender Environmental and Social Action Plans (ESAPs).
  3. Ensure that all relevant personnel and contractors are adequately trained on ESIA commitments, OEMP procedures, and applicable environmental requirements, and that these measures are effectively applied during all operational activities.
  4. Carry out regular environmental and social monitoring, inspections, and audits to verify compliance with the OEMP, ESIA commitments, GACA requirements, and lender standards, and to assess the effectiveness of implemented management measures.
  5. Ensure the effective implementation of all mitigation measures, management plans, and corrective actions identified in the ESIA, OEMP, and lender agreements.
  6. Ensure that the Operation Environmental Management Plan (OEMP) is developed, implemented, and maintained as a live document, reflecting operational changes, ESIA commitments, regulatory updates, and lender requirements.
  7. Conduct periodic reviews and updates of the OEMP and related environmental plans, incorporating audit findings, monitoring results, incident investigations, and changes in GACA or lender requirements.
  8. Review contractors HSE and environmental management plans to ensure consistency and compliance with the ESIA, OEMP, GACA regulations, and applicable lender environmental and social standards.
  9. Ensure that adequate human, technical, and financial resources are allocated to effectively implement environmental, ESIA, and OEMP obligations and to address lender and regulatory requirements.
  10. Maintain comprehensive environmental and social records and documentation, including training records, waste management documentation, environmental monitoring results, audit findings, and compliance reports required by GACA, lenders, and other relevant authorities.

Required Competencies

Technical Skills

  • Good knowledge of environmental engineering principles, including air quality, noise, waste management, water and soil protection, and hazardous materials.
  • Practical understanding of Environmental and Social Impact Assessment (ESIA) processes and post‑approval implementation.
  • Familiarity with Operation Environmental Management Plans (OEMP), ESMPs, and Environmental Action Plans (ESAP).
  • Ability to assess environmental risks associated with airport operations (e.g. noise, emissions, wildlife hazards, waste, fuel spills).
  • Competence in environmental monitoring, data analysis, and performance evaluation.

Regulatory & Standards Knowledge

  • Knowledge of national environmental laws and regulations and the ability to ensure compliance.
  • Understanding of GACA environmental and aviation‑specific requirements.
  • Familiarity with international standards and lender requirements, such as: IFC Standards, World Bank Environmental and Social Framework.
  • ICAO environmental guidance (noise, emissions, wildlife, sustainability)

Profile and experience

  • Education: Bachelor's degree in environmental engineering, Environmental Science, Environmental Management, or a closely related discipline or sufficient equivalent experience.
  • Experience: 5 years in environmental management, preferably in infrastructure, aviation, transportation, or large industrial projects..
  • Personal Qualities: Initiative, rigor, teamwork, innovation-driven, and performance-oriented.
  • Languages: Proficiency in English, Arabic
  • Technical Tools: Knowledge of MS Office and technical data management software.
