Role Description
Thameen is seeking an experienced and highly capable EPMO Director to lead the Enterprise Project Management Office function across our real estate development portfolio. The role is responsible for establishing and maintaining strong project governance, standardizing controls and reporting, driving stage-gate compliance, and ensuring effective coordination across development, design, delivery, and support functions.
The EPMO Director will play a critical role in improving visibility, accountability, consistency, and decision-making across projects, while enabling successful execution from early-stage feasibility through handover and close-out.
Key Responsibilities
- Lead and manage the Enterprise PMO function across the company's development portfolio.
- Establish and continuously improve project governance frameworks, policies, procedures, templates, and controls.
- Oversee project planning, scheduling, reporting, risk management, issue escalation, and performance tracking across all active projects.
- Ensure compliance with Thameen's development stage-gate process and control framework across the full project lifecycle.
- Standardize portfolio reporting and provide executive-level dashboards to support decision-making by senior management.
- Monitor project health in terms of schedule, cost, quality, risk, and resource utilization.
- Drive cross-functional coordination between Development Management, Design & Studies, Delivery, Projects Control, Documents Control, Commercial, Technical, and other business units.
- Support project prioritization, resource planning, and alignment of projects with strategic objectives.
- Review and challenge project baselines, recovery plans, milestones, and key assumptions.
- Lead portfolio-level risk identification and mitigation, ensuring timely escalation of critical issues.
- Promote a culture of accountability, transparency, performance management, and continuous improvement.
- Support the implementation and optimization of digital PMO tools, reporting systems, and document control practices.
- Mentor and develop PMO, planning, project controls, and reporting teams to build a high-performing function.
- Ensure lessons learned are captured and embedded into future projects and governance practices.
- Strong analytical mindset with the ability to convert project data into clear management insights and actions.
- Fluency in English is required; Arabic is highly preferred.
Preferred Profile
- Experience in Saudi Arabia or GCC real estate development environment.
- Familiarity with governance structures in owner/developer organizations rather than contractor-only environments.
- Ability to operate strategically while maintaining strong execution discipline and attention to detail.
- Experience working in fast-growing organizations building systems, structure, and operational maturity.
