Job Summary

Lead a multifunctional team to manage a portfolio of mixed warehouse and office properties, overseeing maintenance, compliance, and strategic real estate initiatives to optimize financial and operational performance.

Responsibilities

  • Lead and coordinate a multifunctional team to manage day-to-day operations of owned and leased warehouse and office properties across Singapore, ensuring first-level repair and maintenance (R&M) tasks are completed efficiently
  • Develop and implement strategic real estate initiatives aligned with business objectives to drive financial and operational performance, including managing CAPEX and OPEX budgets for the fiscal year
  • Identify and prioritize critical CAPEX projects for asset enhancement and lifecycle replacement to maintain property value and functionality
  • Establish and manage service standards and performance metrics for third-party service providers, fostering strong partnerships with stakeholders to ensure quality delivery
  • Design and implement work processes to promptly address and resolve issues and emergencies, minimizing operational disruptions
  • Plan, develop, and monitor operating budgets and resource plans, implementing cost-saving measures and supporting warehouse occupancy projects
  • Oversee planning and execution of refurbishment and reconstruction works, including cost estimation, to meet operational requirements
  • Recommend and implement continuous improvement initiatives related to estate and vendor management to enhance efficiency and service quality
  • Conduct audits on subcontractors, monitor compliance, and follow up on corrective actions to ensure contractual and regulatory adherence
  • Manage commercial, insurance, and compliance support activities to safeguard company interests and meet legal requirements
  • Track and ensure timely renewal of maintenance contracts to maintain uninterrupted facility operations
  • Assess facility and security requirements and prepare cost estimates for commercial Requests for Quotation (RFQ)
  • Ensure timely renewal of all statutory permits such as lift, signage, façade inspection, EMA, and Fire Certificate to comply with regulations
  • Monitor compliance with building and fire safety regulations, coordinating closely with contractors, Qualified Persons, and authorities including JTC, BCA, SCDF, and URA
  • Perform Fire Safety Manager and Water Efficiency Manager duties to uphold safety and sustainability standards
  • Monitor and assess electrical fixed rates, SP Pool rates, and Temporary Electricity charges, securing management approval for contracting rates
  • Maintain proper documentation for audit preparation and compliance verification
  • Lead Sales & Leaseback activities as Property Manager, providing guidance on M&E, cold room, construction, and security matters
  • Execute green initiatives to support environmental sustainability goals
  • Respond to ad-hoc tasks as assigned, maintaining a zero-accident safety record
  • Remain contactable during office hours and occasionally outside office hours to respond to urgent matters
  • Undertake domestic travel as required to support property management activities

Required competencies and certifications

  • Bachelor's degree in Property & Facilities Management or higher
  • Certified Fire Safety Manager
  • Certified Water Efficiency Manager
  • BizSafe Level 2 certification
  • Certified Green Mark Facilities Manager
  • Advanced Workplace Safety & Health certification
  • Managing Work at Height certification
  • Respond to Fire Incident (SMC/SIC) certification
  • Construction Safety Supervisor certification

Preferred competencies and qualifications

  • Minimum 7 years of experience in facility management, estate management, or related disciplines
  • Familiarity with building and fire safety regulations
  • Experience with reinstatement and reconstruction works
  • Experience working with a broad range of facility-related vendors in the logistics industry
  • General understanding of air, ocean, road, and warehousing logistics activities
  • Strong mechanical and electrical knowledge
  • Strong understanding of reinstatement requirements by JTC and landlords
  • Proficient in managing CAPEX and OPEX budgets for maintenance, repair, and reconstruction projects
  • Fluent in English and local language(s) to facilitate communication with diverse stakeholders

  • Must be able to work under stressful conditions and respond promptly to urgent inquiries from internal or external clients
  • Ability to execute multiple projects concurrently from RFQ stage to completion within tight timelines
  • Strong communication skills to engage effectively with all organizational levels and external authorities

  • Demonstrated teamwork and networking skills with JTC, building and fire authorities, Qualified Persons, developers, and contractors
  • High technical standards, strong safety mindset, and ethical conduct
