Job Description

Parsons is seeking an analytical and commercially sharp Estimating Manager to lead cost forecasting and estimating functions for a landmark giga-project in the Tabuk region.

In this critical role, you will be responsible for developing and managing comprehensive capital cost estimates across multiple phases of mega-scale infrastructure, building, and civil engineering works. Working within a fast-paced project management consultancy (PMC) environment, you will provide the financial clarity and risk-adjusted cost intelligence needed to drive executive decision-making, optimize procurement strategies, and ensure the project remains commercially viable.

What You'll Be Doing

  • Cost Estimation & Modeling: Lead the preparation of conceptual, definitive, and detailed capital cost estimates ($1B+ scope) for civil, structural, MEP, and infrastructure systems.
  • Benchmarking & Market Analysis: Continuous monitoring of global and local supply chain trends, labor rates, and material commodity prices to develop robust, market-aligned cost databases for the Tabuk region.
  • Risk & Contingency Assessment: Conduct quantitative risk analysis and probabilistic estimating (e.g., Monte Carlo simulations) to determine appropriate project contingency levels.
  • Tender & Commercial Review: Review, evaluate, and benchmark contractor commercial bids. Participate in value engineering exercises to identify cost-saving opportunities without compromising quality.
  • Collaboration & Integration: Partner closely with Planning/Scheduling, Procurement, Design, and Project Control teams to ensure cost estimates are aligned with project schedules and execution strategies.
  • Executive Reporting: Prepare and present detailed cost estimate reports, basis of estimate (BOE) documentation, and financial variances to senior management and client leadership.

What Required Skills You'll Bring


  • Education: Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline. Professional certification from recognized institutions (e.g., RICS, AACE International, CCP, CEP) is highly preferred.
  • Experience: Minimum of 10 years of progressive experience in commercial management and cost estimation within the heavy civil, infrastructure, or mega-construction sectors.
  • Mega-Project Track Record: Proven experience delivering estimating management services on large-scale, high-value infrastructure developments or remote giga-projects.
  • Software Mastery: Expert-level proficiency with industry-standard estimating software (e.g., Candy CCS, Cleopatra Enterprise, CostX, or Timberline) and advanced Excel modeling.
  • Geographic Expertise: Prior experience in the Middle East (GCC region) is highly advantageous, specifically understanding regional procurement pathways, local contractor markets, and logistics in remote areas.
