We are looking for a Techno-Commercial Estimator to prepare complete and competitive techno-commercial offers for hard and soft facility management services across government and private sector projects in Saudi Arabia. The role requires a strong balance of technical understanding and commercial acumen to develop compliant, technically sound, and commercially viable proposals through platforms such as Etimad.
Key Responsibilities
Technical Scope
- Review tender documents, scope of work, specifications, and drawings to fully understand technical and operational requirements. Conduct site visits when required.
- Develop technical proposals, method statements, compliance matrices, and resource deployment plans aligned with client requirements and international FM standards.
- Ensure all technical submissions are compliant with applicable standards (e.g., BICSc, ISO 41001, Saudi Building Code, and client-specific requirements).
- Coordinate with operations and technical teams to validate proposed methodologies, staffing plans, and equipment requirements.
Commercial Scope
- Prepare accurate Bills of Quantities (BoQ), detailed cost estimates, and resource-based pricing for hard and soft FM services.
- Analyse current market pricing trends, labour rates, and productivity norms to develop competitive yet profitable offers.
- Support bid strategy development, risk assessment, and margin analysis.
- Work on government tenders through the Etimad portal and other procurement platforms, ensuring full compliance with submission requirements.
General
- Prepare complete techno-commercial offers.
- Maintain proper documentation, assumptions, and estimation records for all bids.
- Collaborate with the commercial, operations, and business development teams throughout the tendering process.
- Meet strict deadlines while maintaining high quality and accuracy in all submissions.
Requirements
- Proven experience in preparing techno-commercial offers for Facility Management contracts in the Saudi Arabian market (government and private sectors).
- Strong knowledge of both technical and commercial aspects of FM tendering, including scope interpretation, method statements, resource planning, and pricing.
- Hands-on experience with the Etimad portal and other government procurement platforms.
- Good understanding of hard and soft FM services, operational requirements, and current market pricing trends in the Kingdom.
- Familiarity with local and international FM standards, including:
- BICSc, ISSA, and BESA
- ISO 41001 – Facility Management Systems
- Saudi Building Code (SBC)
- IFMA and relevant industry guidelines
- Strong Excel and analytical skills with attention to detail.
- Excellent written and verbal communication skills in English and Arabic.
- Ability to work under pressure and meet tight tender deadlines.
- Immediate availability is mandatory.
- Must be based in or willing to work from Riyadh.
