Job Purpose:
Support governance of project portfolios, assuring alignment with Dubai/RTA strategies, ensuring projects are executed with high quality from start to finish. Offer strategic advice, monitor performance, and coordinate with partners to maintain compliant, efficient, and results-driven delivery.
Lead excellence and performance initiatives for the CEO Office. Coordinate directives, programs, committees, data/AI workstreams, and resilience. Deliver evidence-based insights, benchmarking, and process improvements aligned with RTA priorities.
Roles and Responsibilities:
Strategy
- Ensure projects are aligned with the RTA and Dubai Strategic plan,
- Serve as the primary advisor to the CEO on portfolio priorities and benefits realization.
- design and implement an advanced portfolio governance framework to ensure strategic alignment
- Provide strategic advice to the CEO on International opportunities and best practice in portfolio governance framework implementation,
- Analyse strategic gaps and provide recommendation on that support corporate excellence and RTA targets.
- Prepare strategic study to be reported to EAS CEO.
- Provide recommendation on Strategic Partnerships opportunities area of development and investment opportunities.
- Participate/ Lead strategic committees and contribute to corporate policy development; propose enhancements to existing ones.
- Ensure projects are complying with governance framework and corporate standards are applied.
- Develop strategic initiatives that ensure sustainability and corporate development.
- Coordinate corporate partnerships, memberships, and participation in external forums/agreements; follow up on outputs and performance commitments.
Operations
- Supervise the overall progress of projects at different stages.
- Monitor Program/Project performance, report deviations and recovery actions to the CEO.

- Coordinate and monitor sector projects, including risk/challenge analysis and performance tracking; prepare progress and completion reports.
- Review change orders for sector projects, analyse root causes and justifications, ensure need and data validity, and submit recommendations and reports to the CEO and concerned units.
- Follow up application of value management principles during project phases and measure project benefits.
- Manage communication and relationships with government/semi-government entities and external partners.
- Lead CEO meeting preparation and ensure readiness of required briefs, documents, and presentations.
- Manage project-related complaints and suggestions with internal entities to timely closure.
- Review project budget and associated resource utilization.
- Evaluate human and technical resourcing across sector projects; propose restructuring or targeted support as needed.
Product/Process Improvement
- Analyze performance reports and statistical data to identify challenges and propose actionable solutions.
- Assist in developing the sector-level KPIs and enhance monitoring/measurement systems for transparency and accountability.
- Assist in dissemination of pioneering practices and lessons learned from projects in the sector.
- Guide the benchmarking of sector performance against global best practices and lead continuous-improvement initiatives.
- Provide recommendations on AI initiatives (including Proof of Concepts and use-case validation); ensure compliance with corporate documents.
- Simplify business processes and implement organizational improvements that enhance efficiency and quality.
- Develop and pilot improved project-management methods that increase flexibility and effectiveness.
- Assist in creating initiatives that strengthen sector efficiency and sustainability; explore opportunities to establish new projects or affiliated entities.
- Promote a culture of innovation and motivate departments to adopt cutting-edge solutions.
Job Qualifications & Requirements:
Education:
- Bachelor's/ master's degree in civil engineering/ business administration
Experience:
- 16+ years of experience including managing complex portfolios/ programs and cross-entity projects
Qualification:
- Certifications such as PMP, CMPAI, PRINCE2; Program Management Professional (PMP); Lean Six Sigma Green Belt
