Job Purpose
Leading the technical and strategic direction of the facilities management system within the department, ensuring efficient asset management and sustainable operations in line with best practices and approved standards. Providing specialized technical expertise and consultation to support decision-making in facilities management, maintenance, and support services. Overseeing the development of policies, procedures, and performance indicators to ensure the quality of operational services and improve the efficiency of resource use. The role also aims to strengthen governance and compliance in facilities management contracts and to improve operational and financial performance through continuous improvement initiatives - while contributing to the development of institutional capabilities and the application of modern technology solutions in facilities management.
Main Tasks
- Leading the strategic direction of the facilities management system within the department, and ensuring its alignment with institutional plans, sustainability standards, and asset management efficiency.
- General oversight of the planning, execution, and review of facilities management and support service contracts, and approval of the related technical and organizational frameworks.
- Developing and approving facilities management policies, procedures, and technical standards at the department level, and following up on their implementation across relevant organizational units.
- Providing specialized technical opinion and strategic consultation to senior management in the areas of facilities management, asset management, and infrastructure.
- Leading transformation and development initiatives in facilities management, including the adoption of smart technologies, asset management systems, and digital transformation.
- Overseeing the preparation and approval of institutional performance indicators for facilities management, reviewing performance results, and taking corrective actions.
- Directing long-term planning processes for maintenance and asset/facility lifecycle management.
- Overseeing the governance of facilities management contracts and ensuring compliance with approved regulations, legislation, and policies.
- Leading the evaluation of contractor and facilities-service-provider performance, and approving recommendations for improvement or corrective action.
- Overseeing the preparation of technical studies and strategic reports related to facilities management and submitting recommendations to senior management.
- Representing the department on technical committees and specialized working groups related to facilities and asset management.
- Providing technical oversight to specialized facilities management work teams, offering professional guidance, knowledge transfer, and institutional capacity building.
- Leading operational-efficiency improvement and cost-rationalization initiatives in facilities management at the department level.
- Ensuring the application of security, safety, sustainability, and governance requirements across all facilities management activities.
- Overseeing the management and execution of inspection and field-survey programs for the department's properties, buildings, and facilities, and following up on development works - including preparing technical details and cost estimates for proposed works.
- Overseeing contractor performance under facilities management contracts by measuring efficiency and tracking approved key performance indicators (KPIs) and preparing and implementing plans to improve operational efficiency.
- Verifying the accuracy of audit procedures for payments, financial claims, and change orders submitted by companies executing facilities management works.
- Overseeing contractor selection, following up on contracting procedures, disbursing contractors financial dues, and defining the technical requirements, specifications, and standards required for facilities management contracts, in accordance with approved regulations and policies.
- Complying with information security policies and protecting data/information per the entity's approved data classification system, reporting any security violations or breaches through department-designated channels, and participating in related information-security training programs.
- Performing any other duties related to the nature of the work, as assigned.
Required
- Bachelor's degree in Civil, Architectural, Mechanical, or Electrical Engineering
- 15–17 years of experience in facilities management or maintenance
- Strong expertise in asset management, contract governance, and FM operations
- Proven ability to develop policies, procedures, and technical standards
- Experience leading FM strategy, performance indicators, and improvement initiatives
Preferred
- Experience in government facilities management
- Background in digital FM systems (CAFM, BIM, IoT, smart technologies)
- Strong internal stakeholder coordination and committee participation
