Role Description

This is a full-time, on-site role based in Abu Dhabi. The MENA General Manager is accountable for strategic leadership, management and delivery of the UAE Business and Operations including the suite of UAE wide projects, ensuring alignment with organizational goals and client obligations. This role focuses on UAE business management and all projects, developing and implementation of standardized frameworks and execution not limited to; PEPs, planning, resource management, risk management & mitigation, change and claim management, reporting and stakeholder engagement, driving successful project delivery across scope, schedule, and budget.

Responsible for UAE wide business objectives and project development from opportunity stage to delivery and closure stage of all projects. Establish and enhance efficient and competent PMTs and client engagement to deliver exceptional project execution for profitable and repeat business.

What You'll Be Accountable For

1. Strategic Project Planning & Execution

  • Overall UAE accountability for the UAE P&L including ALL project delivery management and execution across suite of projects. Includes accountability for P&L of each project and cascade of all projects P&L
  • Define and implement overall project management strategies, objectives, and priorities in alignment with organizational goals. Standardization to industry best practice and support US Head of projects and modules in aligning best practice
  • Oversee development of project plans, schedules, and budgets in collaboration with stakeholders and steward and support governance of implementation throughout project lifecycle
  • Ensure timely execution of all project phases, monitoring progress against strategic targets.
  • Approve and manage changes to project scope, schedule, and budget at a governance level.
  • Ensure each project has standardized P6 plans, linked with schedule management, EVM, critical path across daily, weekly, monthly and 90 day plans
  • Track individual PMTs and functional support departments output, efficiencies and errors and rectify issues and challenges across a standard basis
  • Support development of company strategy and business plans and opportunities

2. Resource Management & Supply Chain Management

  • Direct allocation of resources across multiple projects, ensuring optimal utilization of personnel, equipment, and materials
  • Establish strong coordination with internal departments and external suppliers for timely material delivery
  • Oversee subcontractor and vendor performance with supply chain/procurement department to ensure compliance with quality and safety standards and execution of delivery to meet project schedules
  • Develop vendor/subcontractor partner approach and build relationships with suppliers to support project execution across region
  • Support HR and recruiting to ensure right fit talent and minimize turnover

3. Quality Assurance & Compliance

  • Set and enforce quality assurance frameworks and control measures across all projects
  • Conduct high-level project linked audits and reviews to ensure adherence to specifications and industry standards
  • Drive corrective and preventive actions for systemic quality improvements with PQM
  • Ensure project management team and QA/QC teams are interfaced and delivering together schedules and compliance

4. Risk Management

  • Identify and assess strategic risks impacting project delivery and organizational objectives.
  • Develop and implement risk mitigation strategies to minimize disruptions and delays.
  • Monitor risk indicators and ensure proactive management throughout the project lifecycle.
  • Ensure all projects have developed, implemented and utilizing project risk management models and audit results
  • Lead and manage project risks of LDs, back claims and ensure MoC is implemented on each project and tracked, submitted to clients

5. Stakeholder & Communication Leadership

  • Maintain transparent communication with senior management, clients, and key stakeholders.
  • Lead governance meetings, provide executive-level updates, and resolve escalated issues.
  • Manage stakeholder expectations and foster long-term relationships.
  • Develop and implement best practice project management communication tools, MoM, actions, schedule interfaces

6. Financial, Commercial, Contractual & Cost Control

  • Accountable for and oversee UAE financial performance, ensuring adherence to approved budgets for profitability.
  • Identify cost optimization opportunities and implement strategic measures for efficiency.
  • Present financial forecasts and reports to executive leadership.
  • Support bid activities in early phases for commercial estimates and contractual terms
  • Manage cost control for each project and as UAE project entirety to achieve P&L targets
  • Lead and management claims management with the PMTs
  • Manage AR with clients and provide guidance on AP to finance to ensure cashflow
  • Manage and ensure order value reconciliation

7. Health, Safety & Environmental Stewardship

  • Ensure project compliance with industry and company HSE regulations and standards.
  • Champion safety culture across all projects, enforcing policies and conducting audits.
  • Drive initiatives for sustainable and environmentally responsible project execution.
  • Engage and ensure clients are complying with rules and regulations
  • Support execution teams with HSE department to drive down incidents to zero and create culture of Speak Up and Stand back before acting.

Qualifications

  • Bachelor's degree in a relevant field (BA, PM, Engineering)
  • Project Management Professional (PMP) certification (preferred)
  • Prior manufacturing experience (piping, structural steel, modules)
  • Understanding the P&L/financial acumen for a manufacturing operation, MBA a plus
  • Fluent in English, Arabic speaking a plus

Experience

  • 10+ years equivalent in the energy sector
  • 10+ yrs. in project management roles, preferably in the construction, fabrication and/or manufacturing industry, with minimum 8 years in a supervisory role
  • Energy sector (Oil and Gas, Petrochemical, Power, Water); Fabrication yards, Construction, EPC is preferred
  • Strong application of project management methodologies, tools, and techniques
  • Ability to manage multiple projects, people and clients simultaneously
  • Exceptional communication and interface management competencies
