Job Purpose
The Chief Financial Officer is responsible for leading the financial strategy, governance, funding, and performance management of a diversified energy portfolio covering oil & gas exploration, production, concessions, infrastructure, power, and energy investments across the Middle East and international markets. The CFO will ensure financial sustainability, optimise capital allocation, support strategic growth initiatives, and provide executive leadership across all financial functions, including treasury, taxation, funding, investments, project finance, mergers and acquisitions, and investor relations.
Key Responsibilities
Financial Leadership & Strategy
- Develop and execute corporate financial strategy aligned with long-term business objectives.
- Serve as a strategic advisor to the CEO, Board, and shareholders.
- Lead corporate planning, budgeting, forecasting, and financial performance management.
Project Finance & Capital Markets
- Structure and secure financing for energy, infrastructure, and concession projects.
- Lead negotiations with banks, lenders, DFIs, ECAs, investors, and government entities.
- Manage debt, equity raising, refinancing, and capital restructuring initiatives.
Concessions, PSCs & Joint Ventures
- Oversee financial management of concession agreements, Production Sharing Contracts (PSCs), Joint Ventures (JVs), and Public Private Partnerships (PPPs).
- Ensure compliance with concession requirements, fiscal terms, and shareholder obligations.
- Manage partner reporting, cash calls, entitlement calculations, and investment performance.
Treasury & Risk Management
- Lead treasury, liquidity, cash flow, foreign exchange, commodity price, and financial risk management activities.
- Establish robust enterprise financial controls and governance frameworks.
Financial Reporting & Compliance
- Ensure compliance with IFRS and applicable international accounting standards.
- Oversee audits, statutory reporting, tax planning, and regulatory compliance.
- Maintain strong financial governance across multiple geographies.
Mergers, Acquisitions & Investments
- Lead financial due diligence and evaluation of acquisitions, divestments, and strategic investments.
- Assess project economics, investment returns, and value creation opportunities.
Team Leadership
- Build and lead high-performing finance teams across multiple international locations.
- Promote a culture of performance, accountability, and continuous improvement.
Mandatory Requirements
- Bachelor's Degree in Finance, Accounting, Economics or Business Administration.
- MBA, CPA, CA, ACCA, CMA or equivalent professional qualification preferred.
- Minimum 20 years of progressive finance leadership experience.
- Minimum 10 years at Executive / CFO / Finance Director level.
- Proven experience within Upstream Oil & Gas Operators, Energy, Infrastructure, or Concession Businesses.
- Strong experience with:

- Project Finance
- Energy Investments
- Strong Middle East experience is mandatory.
- International exposure across multiple jurisdictions.
- Experience managing relationships with governments, regulators, lenders, investors, and shareholders.
