POSITION SUMMARY:
Provides executive leadership and strategic oversight of the hospital's financial operations,
ensuring integrity, efficiency, and alignment with organisational objectives. Directs the financial
planning, budgeting, internal controls, and reporting, while safeguarding compliance with UAE
regulations, international accounting standards, and Joint Commission International (JCI)
requirements. Partners with hospital executives and department heads to drive profitability,
optimise resources, manage financial risks, and support the hospital's growth strategy.
DUTIES AND RESPONSIBILITIES:
Financial Leadership and Strategy
• Leads the implementation of accounting policies, procedures, and internal controls
to ensure financial integrity.
• Supports the CFO in shaping remuneration, incentive, and financial strategies to
enhance organisational performance.
• Oversees the preparation of annual operating and capital budgets, financial
projections, and long-term strategic planning.
• Provides financial insights and recommendations to guide executive decision making
and profitability improvement.
Financial Operations and Reporting
• Manages working capital, including accounts receivable, accounts payable,
inventory, and cash flow.
• Oversees banking relationships, treasury management, and cash flow forecasting.
• Reviews and approves Profit & Loss accounts, balance sheets, financial ratios, and
cost-volume-profit analyses.
• Ensures accurate and timely payroll processing and general ledger postings.
• Oversees the hospital's Fixed Asset Register and depreciation policies.
Compliance and Risk Management
• Ensures compliance with UAE financial regulations, IFRS, VAT, and hospital
policies.
• Oversees Wage Protection System (WPS), End-of-Service Benefits (EOSB), and
GPSSA pension contributions.
• Drives departmental compliance with JCI standards and audit readiness.
• Oversees insurance coverage renewals and financial risk assessments at
competitive rates.
• Leads internal control framework development and resolution of audit findings.
Business Partnering and Collaboration
• Collaborates with hospital departments, suppliers, auditors, banks, and community
physicians on financial matters.
• Finalises commercial and financial terms of agreements with suppliers and
recommends purchasing decisions.
• Partners with IT and vendors to maintain and enhance hospital information systems
(e.g., Cerner, ERP, Lawson).
• Represents Finance in board meetings, standing committees, and ad hoc hospital
projects.
Leadership and Team Development
• Supervises, mentors, and develops finance department staff, fostering
accountability, morale, and succession readiness.
• Evaluates and improves departmental systems, processes, and job requirements to
enhance efficiency.
• Promotes a culture of excellence, collaboration, and continuous improvement within
the Finance Department.
QUALIFICATIONS & SKILLS:
• Bachelor's Degree in Finance, Commerce, or related field.
• Chartered Accountant (CA), Certified Public Accountant (CPA), or equivalent
professional certification.
• Master's Degree in Finance, Accounting, or Business Administration preferred.
PROFESSIONAL EXPERIENCE:
• Minimum ten to twelve (10-12) years of progressive experience in Finance, with at least five
(5) years in senior leadership roles, preferably within the healthcare industry.
• Knowledge of IFRS, GAAP, and healthcare accounting standards.
• Knowledge of revenue cycle management, CAPEX/OPEX budgeting, and
healthcare service pricing.
• Knowledge of UAE regulations, including WPS, EOSB, GPSSA pensions, VAT, and
labour laws.
• Knowledge of internal control frameworks, audit processes, and financial risk
management practices.
• Knowledge of ERP and hospital financial systems (e.g., Oracle Cerner, Lawson).
• Knowledge of insurance, treasury, and financial risk management policies.
• Skills in financial analysis, forecasting, and strategic planning.
• Skills in leadership and development of senior and mid-level finance staff.
• Skills in negotiation and stakeholder management with suppliers, auditors, and
regulators.
• Skills in ERP/BI systems optimisation, dashboard development, and process
automation.
• Skills in problem-solving and executive-level decision-making.
• Skills in clear communication and presentation of complex financial data to
executive leadership and boards.
• Ability to lead change initiatives and drive cultural improvements in Finance.
• Ability to ensure full compliance with statutory, regulatory, and hospital standards.
• Ability to perform effectively under pressure and meet strict deadlines.
• Ability to maintain confidentiality and integrity in handling sensitive financial data.
