Job Description

We are seeking an executive-level Group Head of Safety to direct and elevate the Health, Safety, and Environment (HSE) strategy across all operating business units within our Holding Group. Reporting to the Group CEO / Board, you will establish Group-wide safety governance and drive a zero-harm culture across large-scale Civil, Heavy Infrastructure, and Major Building Construction projects (high-rise, commercial, residential, roads, bridges, rail, marine, and utilities).

Key Responsibilities

  • Strategic Governance: Develop and enforce Group-wide HSE policies, risk frameworks, and ISO standards (45001/14001) across all subsidiaries and joint ventures.
  • Operational Oversight: Oversee high-risk HSE operations across civil, infrastructure, and major building works (deep excavations, lifting, high-rise, facade, steel erection, and MEP).
  • Executive Advisory: Provide high-level risk reporting, performance audits, and strategic HSE counsel to the Board and C-suite.
  • Safety Culture & Compliance: Lead behavioral safety initiatives across a multicultural workforce; ensure strict compliance with local authorities (Civil Defense, Municipalities) and international standards.
  • Incident & Crisis Management: Establish Group-level emergency response protocols, lead major incident investigations, and track lead/lag KPIs via corporate dashboards.

Candidate Profile & Qualifications

  • Experience: 15+ years of progressive HSE leadership, including 5+ years at a corporate/Group level within major Tier-1 Main Contractors or large construction conglomerates.
  • Sector Expertise: Dual expertise spanning complex building construction (high-rise/commercial) and large civil/infrastructure projects.
  • Education & Credentials: Bachelor's degree in Civil Engineering, Safety, or related field; NEBOSH International Diploma and CMIOSH (or equivalent) required.
  • Key Skills: Board-level stakeholder management, GCC regulatory knowledge, crisis leadership, and a track record of driving zero-harm cultures.
