Due to fast growth and launching new projects, we are looking for a Head of HR & Operations to join our team in Dubai.
Key Responsibilities
- Lead HR and operational strategy for a growing construction and development business
- Build scalable organizational structures to support multiple construction projects
- Oversee workforce planning for engineering, technical, and site teams
- Manage the full employee lifecycle: recruitment, onboarding, performance management, retention, and succession planning
- Establish HR policies, procedures, and operational standards aligned with UAE regulations
- Optimize internal workflows between construction, engineering, commercial, and support departments
- Support project delivery through efficient operational coordination
- Drive company culture, leadership development, and employee engagement initiatives
- Ensure full compliance with UAE Labor Law, construction workforce regulations, and company governance
Requirements
- Proven experience as Head of HR / HR Director / HR & Operations Leader within construction, real estate development, or engineering companies
- Strong experience managing large multicultural teams including site workforce
- Experience scaling organizations during rapid growth or multiple project launches
- Strong operational mindset with ability to improve efficiency and structure processes
- Solid knowledge of UAE Labor Law and HR practices in construction industry
- Strategic thinker with hands-on leadership approach
- Fluent English (Russian is an advantage)
