Head of Infrastructure

Kingston Stanley is partnering with a leading organisation in the UAE to appoint an experienced Head of Inrfastructure, responsible for shaping the strategy, operations and overall visitor experience across a major mixed-use district.

This is a senior leadership opportunity for someone who understands that successful public spaces are not simply well-maintained environments, but destinations where people want to spend time, engage and return.

Key Responsibilities:

• Lead the public realm strategy, ensuring an exceptional end-to-end customer and visitor journey across the district.
• Drive placemaking initiatives that enhance the attractiveness, accessibility, functionality and activation of public spaces, including parks, promenades, plazas and waterfronts.
• Develop and implement initiatives to improve visitor satisfaction, footfall, dwell time and overall destination experience.
• Use customer feedback, visitor insights and operational performance data to identify opportunities for continuous improvement.
• Oversee district-wide public realm operations, including infrastructure, maintenance, utilities, landscaping, waste management and service delivery.
• Balance customer experience, commercial objectives, operational efficiency and cost management.
• Lead multidisciplinary teams, consultants and contractors while managing significant operational budgets.
• Champion smart technologies and innovative solutions to enhance visitor experience and operational performance.

Ideal Candidate:

• 10+ years of progressive leadership experience in destination management, public realm, placemaking, district operations or large-scale community management.
• Strong experience in customer journey, visitor experience and placemaking is essential.
• Proven experience managing public-facing destinations such as mixed-use districts, waterfront developments, master communities or major leisure destinations.
• Demonstrated ability to improve visitor experience through measurable initiatives and data-driven decision-making.
• Strong operational understanding of public infrastructure, civil works, MEP, utilities, maintenance and service delivery.
• Experience managing large portfolios, budgets, multidisciplinary teams and external service providers.
• Strategic, commercially aware and passionate about creating vibrant, accessible and engaging public spaces.

Please note: This is not a traditional Facilities Management or purely technical Infrastructure Director position. We are particularly interested in leaders who have directly shaped how people experience and interact with public spaces, while maintaining strong operational oversight.
