We are looking for a highly skilled Head of Operations (Central Planning) who can direct the strategic and day to day planning of Operations at Hamad Port; allocating resources to match productivity goals, optimizing throughput capacity, efficiency, and customer service at all times consistent with company business strategy and policies. The role is based in Qterminals Hamad Port in Doha, Qatar, and reports to the Operations Director.
Main Job Responsibilities:
Strategy Development and Implementation
- Provide technical & strategic input for the development of effective Hamad Ports strategies and plans to ensure effective, optimal operations within current opportunities and constraints.
- Ensure that department strategy and related strategic plans are developed and implemented, which are aligned with the vision and mission of the organisation.
- Ensure the provision of subject matter expertise for the assigned domain and provide counsel to QTerminals leadership on all related areas to facilitate the achievement of QTerminals strategy and divisional strategies.
Operations Planning (Berth, Vessel, Gate, Yard, Dispatch, Data & Cargo Control, etc.)
- Ensure the daily allocation of manpower and equipment, ensuring that these requirements are in compliance with QTerminals standards and guidelines in order to complete operation tasks.
- Coordinate the activities of the whole department and ensure good coordination so that resource planning is done efficiently and in a cost-effective manner.
- Ensure all operational communication with customers and/or stakeholders is centralized and meets the QTerminals standards and guidelines. (Data & Cargo Control)
- Provide to the operations execution teams real-time feedback and support on their activities, collaborate to achieve maximum efficiency, production & productivity.
People Planning
- Ensure the daily allocation of manpower in operations planning is translated towards the individual employees in compliance with QTerminals standards and guidelines.
- Coordinate the people requirements across the entire operational activities and consistently aim to increase the efficiency of people resources deployed
- Collaborate with the relevant Human Capital teams on Roster/shift systems, (Multi-) Skill training, role reassignment, etc.
Gate Planning & Documentation
- Ensure the daily gate flow is managed and that the documentation related to cargo flows through the Pre-Check and the Gate is issued according to the QTerminals standards and guidelines and in relation to the business needs.
To be successful in this role you should have:
- Bachelor's degree in Logistics/ Supply Chain, Engineering, Maritime Studies, or a related field.
- Minimum 10 years of experience in terminal/port operations, logistics, or maritime operations.
- Minimum 5 years in a supervisory or managerial role overseeing operational planning and resource allocation.
- Strong technical and operational knowledge of planning for various business segments (container, roro, general cargo, bulk, etc.).
- Proven leadership and team management skills.
- Strong decision-making and problem-solving abilities, especially under time-critical conditions.
- Excellent ability to translate operational data into strategic recommendations for the Business Unit.
- Excellent communication, coordination, and stakeholder management skills.
- Ability to work in a 24/7 operational environment
- Proficiency in English (written and verbal).
- Ability to drive collaboration and teamwork across diverse operational units.
- Ability to work with key stakeholders, senior executives, management team and external partners/advisors through collaboration & teamwork in a non-hierarchical relationship framework.
- Familiarity with Qatar and GCC working culture and regulatory environment.
- Ability to motivate teams and simultaneously manage several large-scale projects.
