Job Description

JOB PURPOSE / ROLE:

To plan, lead and manage Planning & Control Dept. quality assurance elements and KPIs with all related Operations and activities of transactions analysis, quality planning, controls deficiencies tools of the Dept. outcomes to minimize risk exposures, ensure adherence with regulatory standards, facilitate the mitigation and closure of any emerging risks and audit exceptions.

To lead and manage the Dept. initiatives, projects, and systems changes financial control, external and internal reports along with customer satisfaction.

AREAS OF RESPONSIBILITY:

Strategy and planning

  • Manage and review the Planning & Control strategy with related business plans.
  • Lead and manage purchasing and contracting planning process and update with the Bank stakeholders.

Policies, Processes & Procedures

  • Review and control the Policy and procedures update and alignment with SAMA and cyber security regulations and rules.
  • Lead and manage the procedures and SLAs development with the Dept. KPIs under all related elements and execution with control Division and Depts. (Policy and Process ,Compliance, Legal and Risk).

Budget

  • Manage the monitoring of the bank procurement budgets for CAPEX and OPEX spend variation and analysis for the executed purchases and property contracts.
  • Manage the Dept. budget preparation and control preparing analysis and data related to specific elements as directed.
  • Manage the monitoring of the financial performance of the Dept. against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are applied upon
  • To deliver all Riyad Bank Depts requirements for budgeting, planning and audit purposes.

Quality Assurance

  • Manage and control Planning & Control quality assurance activities of supply chain stranded and contracts management operations.
  • Devolve and control quality assurance dashboard statistics and ratios for Planning & Control outcomes and results.
  • Control and review Dept. SALs and TTM delivery with best standards.
  • Lead and control Planning & Control system changes, update and enhancement to meet the automation objectives.
  • Control and reports for internal costumers satisfaction of Planning & Control operations.
  • Monitors that all corporate products/services are accurately and timely executed
  • Follow all regulations, policies, processes, procedures in place and provides instructions to identify any issues and assign them to relevant party for closure.
  • Maintain observations lists derived from quality review, and follow up with relevant parties until closure.

Communication

  • Collaborates with Planning & Control section heads for reporting and monitoring related performance and transactions.
  • Continues Feedback and support to Planning & Control Dept Manager on any issues or gaps related to Planning & Control performance and improvements of quality assurance.

Internal Controls & Risks

  • Manage the Development and the control of key controls testing plan and scope, and ensure on the plan implementation timeline and results.
  • Manage the implementation of closing audit, risk, compliance, Business Technology and Internal Control observations to facilitate timely implementation of corrective actions related all the Bank Planning & Control engagements.
  • Manage and coordinate with Compliance, and SAMA if required, in order to ensure that the Dept. complies with new regulations, policies, procedures and regulatory guidelines/instructions.

Reporting and analysis

  • Prepares and control the Dept. reports with timely and accurately basis to meet the Bank and department requirements, policies and standards.
  • Preppers all required reports of internal control Division and Dept. (Audit, Risk and compliance).
  • Prepare any required reports or data from SAMA for Planning & Control in accordance with compliance Dept.

Customer Relationships

  • Maintain and monitor internal customers demand and satisfaction by contributing, delivering goods and services as well as strategic projects from the market.

Continuous Improvement

  • Contributes to the identification of opportunities for continuous improvement of systems, processes and practices taking into account international best practice, improvement of business processes, cost reduction and productivity improvement.

Leadership

  • Manages the effective achievement of the quality assurance section objectives through the leadership of– setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximize subordinate and division performance

Change Management

  • Assesses the impact of introduced changes to people, process and systems and develops relevant communication and awareness initiatives to support the effective implementation of change

Committees & Meetings

  • Represents the Planning & Control function and actively contributes in various committees/meetings (internal and external) as applicable and per authority levels in order to ensure relevant matters are dealt with in a timely and efficient manner

People Management

  • Ensures all staff have clear objectives, regular performance feedback sessions, formal annual appraisals, and individual development plans, with particular emphasis on the development of talented Saudi national staff
  • Ensures and facilitates the employment, training and development of Saudi nationals within the organization

Safety, Quality & Environment

  • Complies with all relevant safety, quality and environmental management policies, procedures and controls to ensure a healthy and safe work environment

QUALIFICATIONS & EXPERIENCE:

Minimum Qualifications:

  • Bachelor's degree in a business related field

Minimum Experience:

  • 8-10 years

Language:

  • English: Advanced
  • Arabic: Advanced

Technical Knowledge areas:

  • Expert knowledge of Planning & Control.
  • Expert knowledge of operations quality
  • Knowledge of financial planning and capital management philosophy and processes.
  • Knowledge of regulation, policies and process
  • Knowledge of projects management.
