We are working with a Major Oil & Gas operator to source for Head of SHES (Offshore Pipelines). This is a long-term contract role working on a residential basis with 6-days per week / 8-10 hours to be based Doha, Qatar or at site office. The role will report to Project Planning Division Manager and will be part of Major Projects – NFE/NFW Pipeline (Offshore Scope).

Start Date: Negotiable (typically within 1 month notice)

Duration: 36 months (potential for extension)

Location: Doha Head office or Onshore Site, Qatar with occasional Offshore Visits

Working Schedule: 6-days per week / 10 hours per day

Job Purpose

Provides essential advice and counsel to the NFXP Offshore SHES Division Manager to ensure that all onshore and offshore scopes of the project have the necessary SHES systems, processes, services, and support required to achieve project goals related to safety, environmental and regulatory compliance, industrial hygiene, occupational health, security, and emergency preparedness, ensuring full compliance with project requirements, along all project phases from FEED to start-up/hand-over to operation.

Key Job Accountabilities

• Reports to: SHES Division Manager (NFXP Offshore).
• Assess and advise on SHES/regulatory compliance and performance during onshore and offshore pipeline construction, installation, mechanical completions, Pre-commissioning and Commissioning phases, while championing on-site safety awareness and safe performance with the contractor and among the Project Team. Oversee the Project PMT SHES team, providing advice and guidance.
• Ensure effective working relationships with the PMT and Contractor's team; Counsels the Company team, contractor, sub-contractor, vendors suppliers as needed. Coordinate the scheduling of SHES field personnel activities to guarantee adequate coverage for project requirements. Advise line management on the resources and equipment necessary for optimal work performance.
• Review the Contractor's Project SHES Documents per contract requirements and provide technical feedback. Facilitate SHES audits and inspections to comply with the project SHES activity schedule and contract requirements.
• Coordinates the control of contractor's project activities with particular note of compliance with approved Project SHES procedures, during onshore and offshore pipeline construction, installation, mechanical completions, Pre-commissioning and Commissioning phases.
• Facilitate the identification, assessment, and management of SHES risks in line with the SHES management system, Risk Management standard, and ALARP principles. Participate in the review of risk assessments for all critical activities and confirm that the residual risks are As Low As Reasonably
• Practicable (ALARP) prior to work commencement.
• Ensure the effective implementation and monitoring of the training program for project personnel.
• Verify that training programs are executed according to Project contract requirements and SHES Plan.
• Coordinate periodic meetings with the Contractor to review progress and report on Project SHES
• performance. Ensure weekly and monthly SHES meetings are organized by the Contractor as per contract requirements. Report consolidated weekly and monthly SHES performance to the Project
• SHES Division Manager. Ensure the Contractor performs trend analysis on all incidents and observation/action cards and includes the results in periodic reports. Support and facilitate site SHES steering committee meetings with the Contractor SHES Counterpart.
• Drive safety culture transformation through leadership, communication, and engagement at all project organization levels by supporting the implementation of Incident and Injury Free program in coordination with the Contractor SHES counterpart. Participate in the Weekly Management tour and subsequent debriefing, ensuring findings are recorded by the Contractor in the SHES Action Tracking Register as per contract requirement).
• Implement a culture of open and transparent reporting of SHES concerns, near misses and incidents.
• Ensure that all reportable and recordable incidents are reported by the Contractor within the timeframe. Participate in the Contractor's incident investigations and root cause analysis sessions
• Ensure information, lessons learned, and safety messages are disseminated to the workforce and posted on project safety boards. Ensure adequate Emergency Response arrangements are in place, including trained emergency personnel and appropriate equipment.
  
  

Qualifications

Minimum Requirements:

Bachelor's degree in sciences, safety, health, environment, security, or engineering.

Knowledge And/or Experience

• 15 years experience in SHES in the Oil & Gas Industry, including 5 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
  
  

Technical And Business Skills

• Experience with Oil & Gas companies, Contractors, or Service Companies.
• Experience working in large scale major projects offshore and onshore scope, operating organizations in Operations, Projects, Subsurface, etc.
• Knowledge of relevant SHES management systems and programs.
