Job Description

Terracotta is currently recruiting an experienced HSE Manager (Consultant) on behalf of a leading organization within the UAE's power and energy sector.

This is an excellent opportunity for an experienced HSE professional to provide specialist HSE management, assurance, and advisory support across major power and water projects, from project origination through execution and commissioning up to the start of commercial operations.

Location: UAE (Site-based / Travel across the UAE as required)

Key Responsibilities:

1. HSE Management & Governance

  • Provide specialist HSE management support throughout the project lifecycle, from project origination through execution, commissioning, and commencement of commercial operations.
  • Review and assess HSE systems, processes, procedures, and plans submitted by EPC Contractors to ensure alignment with established HSSE expectations, systems, and specifications.
  • Review project HSE risks and impacts and recommend appropriate mitigation measures to manage risks to acceptable levels.
  • Support Project Companies and EPC Contractors in the effective implementation and monitoring of HSE management systems at site.
  • Maintain awareness of applicable UAE regulatory requirements and ensure HSE activities remain aligned with relevant legislation and standards.

2. HSE Assurance & Performance Monitoring

  • Conduct HSE monitoring and assurance activities to evaluate the effectiveness of HSE systems, processes, procedures, and controls implemented across the project.
  • Oversee HSE KPIs during the project execution phase and review EPC Contractor HSE performance and plans.
  • Review and validate monthly HSE performance data and support reporting to senior stakeholders.
  • Identify HSE improvement opportunities and develop recommendations to drive continuous improvement in project HSE performance.
  • Perform site inspections, walkdowns, and assurance activities, including participation in inspections conducted by external or third parties.
  • Monitor the consistent implementation of operational controls, risk control measures, Safe Systems of Work, Permit to Work (PTW), and commissioning PTW requirements.

3. Project & EPC Contractor Support

  • Provide HSE support to the Project Company and EPC Contractor throughout project execution.
  • Support the recruitment and selection of HSE resources for the Project Company and EPC Contractor.
  • Support the implementation and embedding of established HSE management systems, requirements, and project HSE plans.
  • Facilitate HSE awareness sessions, onboarding programmes, workshops, and forums for Project Company and EPC Contractor personnel.
  • Provide expert advice on HSE incident classification, reporting, and investigation as required.
  • Support the implementation of project-specific HSE strategies, taking into account project circumstances, challenges, and operational requirements.

4. Site HSE & Emergency Response

  • Participate in HSE campaigns and programmes, including lifesaving rules, HSE observations/actions, stop-work initiatives, and other safety programmes.
  • Verify the implementation of appropriate operational controls and risk mitigation measures for hazardous activities.
  • Monitor site medical care facilities and fire response arrangements.
  • Observe and participate in emergency drills, rescue simulations, and emergency response testing.
  • Promote a strong safety culture across the Project Company and EPC Contractor teams.
  • Identify and implement initiatives that improve overall site HSE performance.

5. HSE Leadership & Continuous Improvement

  • Work closely with senior HSSE stakeholders, Project Companies, and EPC Contractors to promote excellence in HSE performance.
  • Support the implementation of HSE initiatives, strategies, and programmes established by the organization.
  • Provide leadership, technical advice, and guidance on HSE management and compliance matters.
  • Use HSE data analysis and trending to identify performance gaps and improvement opportunities.
  • Build strong working relationships with project stakeholders and influence decision-makers to achieve positive HSE outcomes.
  • Support continuous improvement of HSE performance throughout the project lifecycle.

Qualifications:

  • Technical degree or diploma in Engineering, Environmental, HSE, or a related discipline.
  • NEBOSH International General Certificate, IOSH Managing Safety, or an equivalent nationally recognized HSE certification.
  • 10+ years of experience in HSE management within the Energy sector, Oil & Gas, Mining, or similar industries.
  • 5+ years of construction and commissioning experience on power and water projects.
  • Strong knowledge and practical experience in developing and implementing HSE management systems.
  • Proven experience in HSE assurance activities, hazard identification, and risk assessment.
  • Thorough understanding of HSE legislation and regulatory requirements applicable to the relevant sector.
  • Good understanding of WPA/PPA and EPC contracts in relation to HSE management and compliance.
  • Experience coordinating activities across project teams and remote teams, with strong influencing and stakeholder management skills.
  • Strong experience in HSE data analysis, performance trending, reporting, and technical writing.
  • Excellent leadership, team-building, problem-solving, and communication skills.
  • Strong interpersonal skills and ability to work collaboratively with multiple stakeholders.
  • Fluent English is required; additional languages are desirable.
