1. JOB PURPOSE/SUMMARY:
The Manager plays a pivotal role in leading and managing the Management Processes for Occupational Health and Safety (OHS) required to maintain a safe environment and ensure the necessary approvals from ADOSH and Civil Defence, enabling Sanad MRO to operate and deliver effectively.
This includes managing all regulatory interactions with authorities for current approvals, obtaining new approvals, and facilitating the introduction or changes to approved capabilities to support the sustainability and growth of the business.
The position also ensures the design, development, and maintenance of the Management System's documentation structure, including the preparation of expositions required by regulatory authorities. This involves interactions with both internal stakeholders, authorities, and customers.
Additionally, it is responsible for managing staff approval processes, authorizing them to work on products, and deploying surveillance and compliance monitoring systems related to OHS processes.
The role serves as the primary interface between the Head of Business Excellence and other stakeholders, namely the Head of Operations and its leaders, regarding OHS matters.
2. KEY RESPONSIBILITIES AND ACCOUNTABILITIES
Company Approval Management (10% of time):
Manages all OHS approvals and coordinates actions to maintain or obtain new approvals, including those for new capabilities.
- Develops and maintains the expositions required to obtain and sustain the approvals needed for the business.
- Communicates directly with authorities regarding the Management System and serves as the primary point of contact with authorities on OHS matters.
- Manages OHS authority approvals and coordinates all activities, including the execution of external audits.
- Oversees the communication of occurrence reports to authorities and other mandated stakeholders.
OHS Management (15% of time):
Coordinates and manages operational tasks for the OHS Management System, including the development and maintenance of processes and procedures.
- Ensures compliance with regulations and industry standards.
- Develops, reviews, and updates processes and procedures related to OHS.
- Engages with all management levels, including the Head of Operations and managers from supporting departments (e.g., SCM, HR, IT, Legal, and Commercial) to integrate OHS practices into operational processes.
- Coordinates the management of change processes related to regulations, new approvals, or regulatory changes.
Team Leadership and Development (10% of time):
Leads and develops a high-performance team through proactive coaching, mentoring, and effective performance management.

Operational Excellence and Continuous Improvement (20% of time):
Ensures operational excellence by establishing, monitoring, and measuring critical Key Performance Indicators (KPIs), such as number of findings and level of findings.
- Establishes and maintains strong business relationships and collaborates with the Aero Engine MRO Operations and Commercial team to achieve company goals while maintaining high operational safety standards.
- Identifies opportunities for process optimization, cost efficiency, and Continuous Improvement (CI) initiatives.
- Implements LEAN methodologies to adapt to process advancements and product updates, enhancing operational efficiency.
Staff Authorization Management (10% of time):
Coordinates the OHS Staff Authorization Process at Sanad. Defines the process and its requirements in alignment with regulations.
- Defines and maintains the process requirements, ensuring continuous alignment with regulations.
- Specifies OHS authorization requirements for staff and submits proposals for approval to the Head of Business Excellence.
- Manages and maintains personal staff authorization files.
- Verifies and assesses candidates, issuing authorization proposals when requirements are met.
- Monitors authorizations to ensure full compliance with requirements.
Problem Solving (10% of time):
Coordinates responses to external findings to ensure assertive and timely responses and resolutions.
- Defines, supports, and validates containment measures, root causes, and corrective/preventive actions, and monitors outcomes. Escalates issues when necessary.
- Leads and oversees responses to external findings, whether from customers or authorities.
- Ensures findings resolution follows established protocols and timelines.
- Verifies the effectiveness of containments, root causes, and corrective/preventive actions.
- Conducts verifications and engages stakeholders responsible for the findings.
- Prepares and delivers formal responses to external stakeholders regarding raised findings.
Risk Management (10% of time):
Coordinates the OHS risk management process and coaches business leaders on risk practices.
- Monitors risk levels across the company, oversees mitigation actions, and escalates issues as required.
- Identifies and assesses operational risks, maintaining a comprehensive risk register.
- Supports mitigation efforts and ensures timely completion of action items.
- Provides regular risk reports to senior management.
- Facilitates meetings, workshops, training, and validation activities before final approvals.
Investigation and Problem Solving (10% of time)
Coordinates OHS investigations to ensure timely execution.
- Defines containment measures, root causes, and corrective/preventive actions, while monitoring outcomes.
- Leads and oversees investigations into quality and safety events.
- Ensures investigations follow established protocols and timelines.
- Verifies effectiveness of corrective actions through shop-floor observations, record reviews, and stakeholder engagements.
- Prepares and delivers reports to authorities and customers.
Other duties as required. (5% of time):
Handles additional responsibilities as assigned to support business operations and organizational goals.
3. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Minimum Qualifications:

Licensure/Professional Membership)
- Bachelor's degree in engineering, quality and safety management, or a related field (preferably a Master's degree).
- OHS certifications including auditor
- At least 4 years of solid, relevant experience may substitute for a bachelor's degree.
- Expertise in airworthiness regulations (GCAA, EASA, FAA, CAAC and UKCAA), quality management system, safety management system, and human factors.
- Advanced knowledge in hazard identification and risk management, and change management.
- Advanced knowledge in LEAN methodology and other improvement tools.
Minimum Experience:
- Minimum of 5 years of progressive experience in OHS management, with at least 4 years within an aviation environment.
- Minimum of 2 years managing safety in a complex/large MRO environment.
- Proven experience in managing findings in an MRO environment.
- Proven experience in handling risk management activities, particularly in effectively identifying, assessing, and controlling risks.
- Proven experience in developing and successfully implementing an OHS management system, including documental structure and process improvements, with measurable outcomes that deliver real value to the organization, in the aviation industry.
- Proven experience in deploying structured problem-solving tools.
- Additionally, experience in facilitating training sessions to educate teams on using various tools effectively for continuous improvement and compliance with regulatory standards.

Investigation Techniques and Root Cause Analysis: Advanced knowledge of investigation techniques, to identify root causes of OHS incidents. Ability to develop corrective/preventive actions and monitor their implementation.
Change Management: Strong capability to lead change management processes concerning the changes or introduction of new requirements of regulations. This includes the ability to successfully manage cultural transformation required for a strong management system.
Continuous Improvement and LEAN Methodologies: Ability to identify improvement opportunities in the processes and practices and lead their implementation. Proficiency in applying LEAN principles and continuous improvement tools to streamline processes, enhance efficiency, and drive measurable improvements in OHS performance.
Data Analysis and Reporting: Advanced skills in data analysis, visualization, and reporting using Microsoft 365 tools, enabling effective monitoring of key performance indicators and data-driven decision-making.
