The Health, Safety, and Environment (HSE) Officer is responsible for developing, implementing, and maintaining the Occupational Safety, Health, and Environmental Management Systems in accordance with OSHAD SF, ISO 45001, ISO 9001, ISO 14001, and all other applicable standards and regulatory requirements. The role ensures a safe and compliant working environment by coordinating comprehensive safety initiatives, including but not limited to developing and implementing HSE procedures, conducting risk assessments, performing inspections and audits, monitoring compliance, leading incident investigations, coordinating emergency drills, and supporting the continuous improvement of the organization's overall safety performance.

Responsibilities

  • Implement and maintain HSE requirements in compliance with OSHAD SF, ISO 45001, ISO 9001, ISO 14001, and other applicable standards.
  • Fulfill all roles outlined in the ADOSH-SF Guidance Document for OSH responsibilities.
  • Monitor, measure, and analyze OSHEMS performance; report KPIs and safety performance to management and relevant authorities.
  • Plan, conduct, and coordinate internal audits, site inspections, and corrective/preventive actions to ensure compliance.
  • Report hazardous conditions, near misses, incidents, and support investigations including root-cause analysis.
  • Deliver, coordinate, and facilitate OSHEMS/HSE training programs; communicate policies, updates, and safety guidance across the organization.
  • Ensure contractors, suppliers, and visitors comply with site safety requirements, conduct inductions, and enforce PPE use.
  • Identify unsafe acts, conditions, and hazards; conduct risk assessments and recommend corrective actions.
  • Coordinate emergency preparedness, drills, and staff readiness; support the development and review of emergency and contingency plans.
  • Liaise with external regulators, auditors, and stakeholders to maintain compliance and continuous improvement.

Qualifications

  • Bachelor's degree in Occupational Safety & Health, Environmental Science, or a related field.
  • Professional certifications such as NEBOSH IGC, IOSH Managing Safely, or equivalent.
  • Minimum 3-5 years of experience in OSH/HSE roles, preferably in healthcare, laboratory, or similar settings.
  • Strong understanding of OSHAD SF, DOH regulations, and UAE safety standards.
  • Experience in incident investigation, risk assessments, and safety audits.
  • Excellent communication, coordination, and reporting skills.
  • Ability to deliver training and promote a strong safety culture.
  • Strong analytical and problem-solving skills with high attention to detail.
