HSE Engineer Gulf Hills Contracting LLC (UAE)

Location: United Arab Emirates

Availability: Within 1 Month (Maximum)

Employment Type: Full-Time

As part of our organizational growth, Gulf Hills Contracting LLC is seeking a highly competent QA/QC Engineer to join our technical and site execution teams and ensure full compliance with project specifications, regulatory requirements, and internal quality management systems.

ROLE DESCRIPTION

The Safety Engineer will be responsible for implementing, monitoring, and maintaining all Health, Safety, and Environmental (HSE) systems and procedures in accordance with UAE laws, international standards, and the Main Contractor's HSE Plan.

The successful candidate will work closely with project management, site teams, subcontractors, and consultants to ensure a safe working environment, mitigate risks, and promote a strong safety culture throughout all phases of the project.

Key responsibilities include conducting site inspections, preparing risk assessments, reviewing method statements, monitoring compliance, delivering toolbox talks, leading safety investigations, issuing safety reports, and coordinating with authorities for HSE approvals and audits.

QUALIFICATION

Academic Requirements

  • Bachelor's Degree in Engineering (Civil, Mechanical, or related field).
  • Recognized HSE certifications such as NEBOSH IGC (mandatory).
  • Additional certifications such as IOSH, OSHA, or HSE Diploma are an advantage.

Experience Requirements

  • Minimum 57 years of UAE experience in HSE roles with reputable main contracting companies.
  • Strong background in implementing and monitoring HSE systems in building, infrastructure, or mixed-use projects.
  • Experience coordinating with consultants, HSE auditors, and statutory bodies.

TECHNICAL & PROFESSIONAL COMPETENCIES

HSE Technical Skills

  • Strong understanding of UAE HSE regulations, codes of practice, and statutory requirements.
  • Experience in preparing Job Hazard Analyses (JHA), Risk Assessments, and Emergency Response Plans.
  • Ability to review and verify Method Statements, ITPs, and Permits to Work for safety compliance.
  • Conducting site inspections, identifying unsafe practices, and enforcing corrective actions.
  • Strong experience in incident/accident investigation, root cause analysis, and preparation of HSE reports.
  • Familiarity with scaffolding safety, lifting operations, working at height, excavation safety, electricity safety, and fire protection protocols.

Documentation & Reporting

  • Preparation of daily, weekly, and monthly HSE reports.
  • Maintaining HSE logs, safety records, risk registers, and non-conformance reports.
  • Ability to deliver safety training sessions, toolbox talks, and awareness programs.
  • Strong documentation and coordination skills to ensure compliance with project HSE plans.

Software Skills

  • Good proficiency in MS Excel and MS Word for preparing reports, logs, and dashboards.
  • Familiarity with Aconex or similar platforms is an advantage.

Behavioral Competencies

  • Strong communication and leadership presence on site.
  • Ability to enforce safety requirements firmly yet professionally.
  • High level of attention to detail and proactive risk identification.
  • Ability to work under pressure with diverse teams and subcontractors.

OTHER REQUIREMENTS

  • Fluent in English written and verbal.
  • Strong coordination skills with site teams, consultants, and subcontractors.
  • Willingness to work in Ras Al Khaimah, Dubai, or Hatta based on project needs.
  • Ability to join within one month.
