The Health, Safety & Environment (HSE) Inspector oversees programs and practices to ensure an exemplary health and safety culture as well as a strong focus on the environment. The HSE Inspector ensures that all departments operates in alignment with HSE standards and policies.
Responsibilities:
Monitoring and enforcing standards of safety in compliance with DSA HSE management system and client requirements.
Ensure the emergency Procedures are prepared and implemented.
Carry out site HSE inspections of the project to ensure compliance and where applicable make recommendations for change.
Prepare and maintain DSA HSE registers, e.g. training, induction, SVN, inspection reports, accident/Incident, and others as required.
Respond to health and safety related complaints or issues from stake holders.
Review the CVs of contractors Health and Safety staff and interview as required.
Monitor the compliance of all DSA staff with the applicable safety standards and company's procedures and bring to the attention of the line Manager any safety violations by DSA site team for their further action.
Monitor, assess and report on Contractor and Subcontractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice.
Immediately bring to the attention of the DSA line manager the critical and outstanding safety issues for their further actions and escalation
Conduct and co-ordinate regular safety training for staff in coordination with HSE Manager.
Coordinate and give advice to DSA HSE Officers, Engineers & Managers to implement HSE Standards.
Review and comment on the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary.
Review and comment on Contractor's risk assessments and work method statements.
Along with HSE Officers and Engineers, develop and update DSA HSE documents (the Safety File), e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office FLS risk assessment, etc.
Conduct accident and incident investigations.
Chair weekly safety meetings where required with the Contractor and other parties as necessary. Issue MOM on time (within 48 hours). Report any outstanding and critical safety issues or lack of action by the Contractor in the weekly progress meetings or escalate urgent matter accordingly.
Monitor and advice on any legal compliance of DSA team & Contractors.
Report any accident on site immediately to DSA Line Manager and HSE manager for further action if required.
Communicate, coordinate and seek any advice from DSA HSE Manager and line Manager as required. On major issues, prior to issuing Safety Enforcement Notices Prohibition Notice give advice to the HSE Team by coordinating with DSA HSE Manager & Line Manager and prioritize the
arrest of any life-threatening actions before moving on the managerial and associated literature.
Qualification/ Experience/ Requirements:
Minimum bachelor's degree in any discipline preferably in safety management,
engineering.
NEBOSH International General Certificate or an equivalent qualification. (Minimum
Level 3 Qualification required).
7-10 years of experience in Engineering consultants / construction Projects.
In-depth knowledge of OSHA and other relevant health, safety and
environmental regulations in the Middle east.
Competencies:
Experienced in behavior-based health and safety programs. Experience of Implementing OHSAS 18001.
Professional membership, credentials, or certifications from recognized bodies such as IOSH, IIRSM, or BCSP are preferred.
