With some of our exciting launches such as Burj Azizi (the second tallest tower in the world), Monaco Mansions and Azizi Venice – Dubai's new luxurious Venetian-Inspired Waterfront community, we are rapidly expanding our onsite Supervision team based in Dubai.

As an HSE Officer, you will be responsible for supporting the implementation and monitoring of Health, Safety and Environmental procedures across construction sites. You will ensure that construction activities are carried out safely and in accordance with approved HSE plans, risk assessments, method statements, project requirements, UAE regulations, and applicable safety standards. The ideal candidate must have hands-on construction site experience with strong knowledge of workplace safety practices, hazard identification, and site inspections.

Responsibilities

Implement and monitor HSE procedures and site safety requirements in accordance with project requirements.
Conduct regular site inspections to identify unsafe conditions, unsafe acts, and potential hazards.
Ensure construction activities are carried out in compliance with approved Risk Assessments, Method Statements, and HSE procedures.
Monitor compliance with Permit to Work (PTW) requirements for high-risk activities.
Identify safety violations and unsafe practices and ensure appropriate corrective actions are taken.
Monitor safety requirements for activities including working at height, lifting operations, scaffolding, excavation, hot works, confined spaces, and other high-risk activities.
Conduct daily safety inspections and prepare HSE observation and inspection reports.
Conduct toolbox talks, safety briefings, and site safety awareness sessions.
Ensure workers and subcontractors attend required safety inductions before commencing work.
Monitor the proper use of Personal Protective Equipment (PPE) and enforce site safety requirements.
Report accidents, incidents, near misses, unsafe conditions, and other HSE concerns to the HSE Engineer/Manager.
Assist in accident and incident investigations and implementation of corrective and preventive actions.
Monitor housekeeping, access and egress, emergency arrangements, fire safety, and general site conditions.
Monitor contractors and subcontractors for compliance with project HSE requirements.
Maintain HSE records, inspection checklists, observation reports, toolbox talk records, and other safety documentation.
Participate in emergency drills, safety campaigns, inspections, audits, and HSE meetings.
Liaise with site engineers, supervisors, contractors, and workers to resolve HSE-related issues.
Promote a proactive safety culture and encourage safe working practices across the project.

Requirements

Bachelor's Degree, Diploma, or relevant qualification in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
Minimum 3–5 years of HSE experience in the construction industry.
Previous UAE/GCC construction experience is preferred.
Experience in high-rise construction is preferred for high-rise project positions.
NEBOSH IGC, IOSH, or equivalent HSE certification is preferred/essential as per project requirements.
Strong knowledge of construction site safety practices, hazard identification, and risk control measures.
Good knowledge of Risk Assessments, Method Statements, JSA, PTW systems, PPE requirements, and emergency procedures.
Experience conducting site inspections, toolbox talks, safety briefings, and HSE observations.
Knowledge of UAE HSE regulations and applicable construction safety standards.
Ability to identify unsafe conditions and recommend effective corrective actions.
Good communication and interpersonal skills with the ability to work effectively with workers, supervisors, engineers, contractors, and subcontractors.
Strong reporting, documentation, observation, and problem-solving skills.
Ability to work effectively in a fast-paced construction site environment.
