Job Description

The Role: A qualified HSE Officer shall possess the necessary qualifications, certifications, and relevant project experience to support site operations effectively. A qualified safety professional responsible for implementing, monitoring, and maintaining HSE controls in the field - conducting routine inspections, identifying hazards, supporting the preparation of Job Safety Analyses (JSA) and Risk Assessments (RA), participating in incident reporting and investigations, and ensuring compliance with CC7, TA'ZIZ, ADNOC, and UAE regulatory requirements.

The role requires continuous site presence to enforce safe working practices and support all construction activities across project work fronts.

  • Compliance Standards: International, client-specific, or regulatory safety standards, including EN, ISO, ANSI, ADNOC Codes of Practice, and UAE federal/local requirements that apply to safe working practices and protective equipment.

  • Job Safety Analysis (JSA): A task-based analysis performed to identify hazards, assess associated risks, and establish step-by-step control measures before commencing work.

  • Risk Assessment (RA): A systematic process of identifying workplace hazards, evaluating risk levels, and implementing appropriate control measures to reduce risks to As Low As Reasonably Practicable (ALARP).

  • Permit to Work (PTW): A formalized control system used for high-risk activities to ensure tasks are assessed, authorized, controlled, and executed safely according to ADNOC, TA'ZIZ, requirements.

  • Incident: Any unplanned event that results in, or has the potential to result in, injury, illness, property damage, environmental harm, or disruption to operations. This includes near-misses.

  • ADNOC Codes of Practice (CoPs): Mandatory standards issued by ADNOC that define minimum HSE requirements for contractors and personnel working on ADNOC / TA'ZIZ projects.

  • SIMOPS (Simultaneous Operations): Multiple operations occurring at the same time in adjacent or overlapping work areas, requiring enhanced coordination and risk management.

  • PreCommissioning & Commissioning: Phases involving testing, energizing, and system validation and readiness verification of project assets before handover and operational use.

  • High-Risk Activities: Work tasks that expose personnel to elevated hazards, including lifting operations, work at height, excavation, hot work, confined space entry, electrical works, etc.

Qualifications/Skills of HSE Engineers

  • Diploma or Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or equivalent technical discipline.
  • NEBOSH IGC mandatory.
  • Minimum 35 years of EPC construction HSE experience.
  • Minimum 3 years experience in ADNOC or Middle East oil &gas projects preferred.
  • Demonstrated competency with the PTW system.
  • Strong command of English (written & spoken).
  • Multi-language skills (Hindi / Urdu / Arabic / Mandarin) considered an advantage.

  • Ability to influence contractor behaviour positively.
  • Demonstrated commitment to proactive safety culture.
  • Ability to work independently and make decisive HSE interventions at the work site
