Health Safety Environment Officer

Role Description The Health Safety Environment Officer is a full-time, on-site role based in Dubai.

Key Responsibilities

• Implement and enforce the Project HSE Plan.

• Conduct daily site safety inspections and issue corrective actions.

• Stop any unsafe work immediately where there is imminent danger.

• Ensure 100% compliance with PPE requirements.

• Conduct toolbox talks and weekly safety briefings.• Review and approve Method Statements and Risk Assessments before work

commences.

• Monitor all high-risk activities including:

o Working at Heights

o Lifting Operations

o Excavation Works

o Hot Works

o Electrical Works

o Confined Spaces

o Scaffold Operations

• Investigate all incidents, near misses, and unsafe acts, and issue reports within 24

hours.

• Prepare weekly and monthly HSE reports for Management.

• Maintain all statutory HSE records and documentation.

• Coordinate with consultants and authorities during HSE inspections.

• Conduct emergency drills and ensure emergency preparedness.

• Ensure proper housekeeping throughout the project.

• Monitor subcontractor HSE compliance and recommend penalties where

necessary.

• Lead HSE induction training for all new workers and visitors.

• Ensure all lifting equipment, scaffolding, machinery, and temporary works are

inspected and certified.

• Drive continuous improvement initiatives to achieve zero lost-time injuries.

Qualifications

Bachelor's Degree or Diploma in Engineering or Occupational Health & Safety.

• NEBOSH International General Certificate (Mandatory).

• IOSH Managing Safely or equivalent.

• UAE Ministry of Human Resources approved Safety Officer certification (preferred).

• Valid First Aid & Fire Warden certifications.

• Minimum 7 years of UAE construction experience.

• Minimum 5 years on high-rise residential building projects.

• Strong knowledge of Dubai Municipality, Dubai Civil Defence, Trakhees, and UAE

Labour Law HSE requirements.

• • Excellent command of English (Arabic is an advantage).
