We are currently recruiting for a HR Manager- Manpower Services on behalf of our client, to be based in their Abu Dhabi office office.

Purpose-

HR Manager will lead and manage the complete HR function for a manpower services organization. The role involves overseeing inhouse employees and ensuring smooth HR operations for outsourced employees deployed across multiple client sites. The ideal candidate must have strong expertise in HR operations, UAE labour law, employee relations, performance management, and the development and implementation of HR policies.

Responsibility-

  • Oversee endtoend HR operations for both inhouse staff and outsourced workforce.
  • Ensure timely processing of onboarding, contracts, renewals, visa processing, payroll coordination, leave management, and exit formalities.
  • Maintain accurate HR data, employee files, and HRIS updates.
  • Coordinate with clients to manage deployment, attendance, performance tracking, and contract compliance.
  • Handle all employee queries and resolve issues promptly to maintain strong employee engagement.
  • Ensure timely mobilization and demobilization of outsourced staff.
  • Develop, implement, and update HR policies, SOPs, and organizational procedures.
  • Ensure full compliance with UAE Labour Law, company guidelines, and client contract requirements.
  • Conduct periodic audits to ensure documentation and HR practices are compliant.
  • Serve as the main point of contact for grievance handling and conflict resolution.
  • Implement employee engagement activities to improve morale and retention.
  • Foster a positive and performance-driven work culture.
  • Manage the full performance management cycle: goal-setting, mid-year reviews, and annual evaluations.
  • Support managers in addressing performance gaps and implementing improvement plans.
  • Support sourcing, screening, and hiring of manpower for client requirements.
  • Coordinate with internal recruiters and external agencies to ensure timely hiring and onboarding.
  • Prepare regular HR reports: headcount, turnover, attendance, recruitment status, payroll inputs, etc.
  • Present HR dashboards to management with insights and recommendations.

Qualifications & Experience-

  • Bachelor's degree in HR, Business Administration, or related field (Master's degree is an advantage).
  • 58 years of HR experience, preferably in manpower outsourcing or large workforce environment.
  • Strong knowledge of UAE Labour Law and manpower visa processes.
  • Experience managing large-scale blue-collar workforce is highly preferred.
  • Excellent communication, leadership, and problem-solving skills.
  • Ability to multitask and work in a fast-paced, high-volume environment.
