The Assistant Manager - HR Operations is responsible for overseeing the end-to-end administration and management of outsourced manpower across the organization. This role acts as the key liaison between the company, staffing agencies, and business stakeholders to ensure effective workforce management, payroll coordination, attendance tracking, compliance, and employee lifecycle administration.
Key Responsibilities
Outsourced Workforce Management
- Manage the complete lifecycle of outsourced employees, including onboarding, deployment, transfers, and offboarding.
- Maintain accurate headcount data and workforce records for all agency-provided employees.
- Partner with business units to ensure manpower requirements are fulfilled in a timely manner.
- Monitor workforce utilization, productivity, and manpower allocation across locations.
- Prepare regular reports and analytics on outsourced workforce headcount, movements, attrition, and costs.
Agency & Vendor Management
- Serve as the primary point of contact for manpower agencies and staffing providers.
- Ensure agencies comply with agreed service levels, contractual obligations, and company requirements.
- Coordinate with agencies on employee documentation, visa processing, medical insurance, contracts, renewals, and employee records.
- Conduct regular reviews with manpower suppliers to address operational challenges and improve service delivery.
- Escalate and resolve manpower-related issues in collaboration with agency partners.
Attendance, Payroll & Timekeeping
- Oversee attendance management processes for outsourced employees.
- Coordinate attendance reconciliation between internal departments and manpower agencies.
- Review attendance discrepancies, overtime records, absenteeism, and leave utilization.
- Validate payroll inputs including attendance, overtime, leave deductions, incentives, and other payroll elements before submission to agencies.
- Ensure timely resolution of payroll-related issues and employee queries.
Employee Administration & Compliance
- Ensure outsourced employees comply with company policies, procedures, health & safety requirements, and labor regulations.
- Monitor employee documentation and legal compliance, including visa validity, work permits, labor cards, Emirates IDs, and other statutory requirements.
- Support investigations, disciplinary actions, and employee relations matters involving outsourced workers when required.
- Maintain HR documentation and records in accordance with internal controls and audit requirements.
- Support internal and external audits related to workforce compliance.
Stakeholder Management
- Partner closely with Operations, Supply Chain, Manufacturing, Warehouse, Sales, and other business functions to support workforce requirements.
- Provide guidance to managers and supervisors on outsourced workforce policies and processes.
- Ensure effective communication between business units, HR, and manpower agencies.
Qualifications
- Bachelor's Degree in Human Resources, Business Administration, Management, or a related field.
- Professional HR certification (CIPD, SHRM, PHR or equivalent) is an advantage.
Experience
- 6-8+ years of progressive HR Operations experience.
- Minimum 3 years of direct experience managing outsourced manpower and agency-provided workforce.
- Experience working with large-scale blue-collar or operational workforces within FMCG, Manufacturing, Food Production, Logistics, Distribution, Retail, or similar industries.
- Strong exposure to attendance management, payroll coordination, workforce administration, and labor compliance.
- Experience managing relationships with multiple manpower agencies and external vendors.
