Role Summary:
The HR Operations Partner is the primary point of contact for all HR and employee matters related to our Saudi Arabia operations, with a working knowledge of hiring regulations and employment practices across our key geographies: the Middle East, Europe, and APAC. This role combines Saudi regulatory compliance (Iqama, GOSI, Labour Law), day-to-day employee support, recruitment coordination, and active use of AI tools and social media platforms to source talent and promote the company's employer brand.
Key Responsibilities
1. Government Relations & Compliance (KSA/ME)
- Manage end-to-end Iqama (residency permit) processes for all expatriate employees – new issuances, renewals, transfers, and cancellations
- Handle GOSI (General Organization for Social Insurance) registrations, monthly contributions, employee additions/exits, and compliance reporting
- Liaise with the Ministry of Human Resources and Social Development for work permit applications, Nitaqat (Saudization) tracking, and regulatory filings
- Monitor and maintain Muqeem, Qiwa, and other government portals to ensure all employee records are current and compliant
- Stay current on Saudi Labour Law updates and proactively advise management on changes affecting employment practices
- Ensure company compliance with Saudization (Nitaqat) quotas and maintain required ratios across job categories
2. Multi-Region Hiring Policies & Compliance
- Develop working knowledge of employment regulations across the company's hiring regions: Middle East (U A E, Qatar, Egypt, KSA), Europe (Germany, UK, France), and APAC (India, Singapore, Australia, Taiwan)
- Advise hiring managers on region-specific employment law requirements including notice periods, mandatory benefits, contract structures, and termination rules
- Coordinate with EOR (Employer of Record) providers across regions to ensure legally compliant employment arrangements in countries where the company does not have a legal entity
- Maintain a living reference guide of hiring policies by region, updated as regulations evolve across each geography
- Support cross-border mobility, including visa sponsorship, work permit requirements, and relocation policies for international hires
- Partner with legal and finance teams on international contract compliance, payroll inputs, and statutory obligations per country
3. Employee Relations & Day-to-Day HR Support
- Serve as the first point of contact for all employee HR enquiries – contracts, benefits, leave, payroll queries, and general HR policies
- Manage employee lifecycle events: onboarding, probation tracking, contract renewals, promotions, transfers, and offboarding
- Maintain and update the HRIS with accurate employee data across all regions, ensuring confidentiality and data integrity
- Prepare HR letters, NOCs, salary certificates, and employee documentation in Arabic and English
- Support employees with relocation, housing, and travel logistics coordination where required
4. Local Office & Operational Support
- Manage local office HR operations including visitor protocols, office supplies related to people operations, and facilities coordination
- Coordinate with finance for payroll inputs, expense claims, and any government-imposed employee deductions or allowances
- Support procurement and administrative requests that intersect with HR (e.g., employee insurance and health coverage)
- Act as the local point of contact for audits, inspections, or government visits related to labour and HR compliance
5. Recruitment, Hiring Support & Employer Branding
- Coordinate interview scheduling, candidate communications, and logistics for KSA-based and international hiring across all departments
- Post job openings on regional platforms (LinkedIn, Jadarat, Bayt, Glassdoor, Indeed APAC) and ensure advertisements comply with local regulations in each market
- Create and publish engaging recruitment content on social media, including employee spotlights, role announcements, and culture posts, in collaboration with the marketing team
- Support hiring managers throughout the full recruitment cycle: CV screening, interview coordination, offer preparation, and reference checks
- Assist in drafting region-compliant employment contracts, offer letters, and onboarding documentation
- Maintain recruitment trackers and provide regular hiring status updates to the Head of HR
6. AI- HR Operations
- Use AI tools (e.g., Claude, ChatGPT, Copilot) to draft HR documents, job descriptions, policies, and employee communications efficiently
- Leverage AI-powered ATS and recruiting tools to screen CVs, rank candidates, and reduce time-to-hire
- Automate repetitive HR workflows (onboarding checklists, document requests, reminders) using no-code/low-code AI tools
- Stay current with emerging HR technology and AI solutions; proactively propose and pilot new tools to improve team efficiency
- Champion a culture of AI adoption within the HR team, sharing best practices and upskilling colleagues on new tools
